A Study On The Current Situation And Countermeasures Of The Power Supervision Of Village Level Organization Leaders Under The Background Of "One Shoulder Shoulder"

Since the 19 th National Congress,the Party and the state have successively introduced a series of policies on the development of "agriculture,rural areas,and farmers",comprehensively promoting the "shoulder to shoulder" policy of village level organization leaders,which is to strengthen the comprehensive leadership of the Party Central Committee on rural grassroots work,improve grassroots governance level,and promote rural revitalization strategy to take root at the grassroots level.According to the relevant requirements of the Regulations of the CPC on the Work of Rural Grass roots Organizations,the Regulations of the CPC on Rural Work and other relevant requirements,the secretary of the village party organization shall serve as the director of the village committee and the head of the village level collective economic organization and cooperative economic organization through legal procedures,that is,the head of the village level organization referred to in this article "shoulder to shoulder".This highly centralized governance model has transformed the power structure of rural areas from mutual constraints between the original binary entities(party organization secretary and village committee director)to self constraints of a single entity(party organization secretary).The mutual supervision mechanism between the two village committees has gradually disappeared,and there is a lack of substantive power constraints within the organization.In such a single rural power operation system,once supervision is misplaced and absent,it is easy to form a "one talk shop" for village level decision-making,leading to the risk of abuse of power and the emergence of soil that breeds corruption.At the same time,as a village level supervisory organization,the village affairs supervision committee is directly led by the village party organization and village committee,and under the influence of the "acquaintance society",the quality and effectiveness of the village affairs supervision committee’s supervision of the "shoulder to shoulder" village level organization leaders are not high.At the beginning of 2021,Naxi District,in accordance with the arrangement and deployment of the central and provincial cities,recommended and selected excellent talents to enrich the village cadre team,comprehensively achieving the "shoulder to shoulder" of village level organizational leaders.However,in actual operation,it was found that there are still many loopholes and blind spots in the power operation of "shoulder to shoulder" village level organizational leaders,and the path of power supervision needs to be further optimized.Therefore,from the perspective of power supervision,this article starts with typical cases of "shoulder to shoulder" village level organization leaders violating discipline and law,analyzes the problems and reasons of power supervision,and proposes corresponding countermeasures and thoughts on this basis.
