Research On The Governance Of Traffic Violations Of Network Contracted Delivery Personnel From The Perspective Of Collaborative Governance

"Network contract delivery personnel" is the official occupation name of "take out rider" and "take out delivery personnel" in the National Occupational Classification Ceremony.It refers to the service personnel who receive and inspect customer orders through the mobile Internet platform and deliver the ordered items to the designated place within a certain time according to the intelligent planning route of the platform.Due to the development of the Internet distribution platform,the network contract delivery personnel team has expanded rapidly,to undertake a large number of intra-city distribution needs,its daily labor process is frequently on the traffic route to receive orders,take orders,send orders for distribution and transportation.The network contract delivery personnel group provides convenient short distance delivery service for the society at the same time,but also because of its high frequency of traffic violations.The traffic illegal behavior of the network contract delivery personnel not only disturbs the road traffic order,but also endangers the traffic safety of themselves and others,brings challenges to the original traffic illegal behavior governance model,and has become a public management problem to be solved urgently.The report of the 20 th National Congress of the Communist Party of China pointed out that we should "improve the social governance system,improve the social governance system featuring joint contribution,joint governance and shared benefits,enhance the effectiveness of social governance,smooth and standardize the channels for people to express their demands,coordinate their interests and protect their rights and interests,and build a community of social governance in which everyone has responsibilities,responsibilities and benefits." The traffic violation phenomenon of network contract delivery personnel has become a social governance issue,which needs the joint participation and collaborative governance of all relevant social governance subjects to improve the governance system and improve the governance efficiency.The purpose of this study is to deeply analyze the collaborative pluralistic co-governance mode of government,market and society,change the past situation of ineffective governance of traffic illegal behaviors of network contract delivery personnel dominated by public security traffic management departments,and provide valuable pluralistic co-governance ideas and innovative mode to solve this governance problem.This study analyzes the governance responsibilities of public security traffic management departments,takeout delivery platform enterprises,the public,network contract delivery personnel groups and individuals in the governance of traffic illegal behavior of network contract delivery personnel,or the role they can play in participating in governance,and analyzes whether the multiple governance model is suitable for the governance of traffic illegal behavior of network contract delivery personnel.After that,on the basis of analyzing the current situation of governance,the causes of problems,governance dilemmas and introducing the governance experience of multiple places,the paper aims at the main challenges and problems encountered in realizing pluralistic co-governance.It is proposed to establish a multi-governance leadership coordination mechanism to clarify the responsibilities of governance subjects,achieve deep communication and interaction among multiple subjects,enable technology,mobilize the willingness to participate in consultation and co-governance,and promote governance with service.
