| Land,known as the mother of wealth,is an irreplaceable key element in industrial and agricultural production.After the founding of new China,China has gradually developed from an agricultural country to an industrial country,and a large number of agricultural land has been transformed into industrial land.In the long-term development,China has gradually explored a set of land acquisition policies,as well as the residential demolition policies derived and developed under the background of urbanization.However,in the grass-roots work,the implementation of the expropriation and demolition policy is not rigorous,and problems such as forced expropriation and demolition and non-standard compensation occur frequently,which has a negative impact on the society.Under the background of industry 4.0,China has set off new industrial construction again,and land acquisition and demolition will continue.In view of the new situation,grass-roots departments should build a complete set of implementation mechanism of expropriation and demolition policies to implement the expropriation and demolition policies that benefit the country and the people.Based on this goal,this paper uses the case analysis method,sets Tianyi Economic Development Zone as the research object,and constructs the implementation strategy of land acquisition policy suitable for China’s economic development zone.Firstly,through the method of literature analysis,this paper introduces the land acquisition and demolition policies designed by Tianyi economic development zone and Xiangtan county government,and divides each policy into three categories: compensation,organization and guarantee.After that,follow the evaluation method of Xiangtan county government,explore the work effectiveness through questionnaire survey,and then analyze the problems through interview survey,and come to the prominent problems that hinder the implementation of the expropriation and demolition policy.Specifically,it includes chaotic departmental coordination,loose persistence of compensation policy,disconnection of land acquisition and insufficient resettlement and employment.Problem oriented,after analyzing the causes of problems,the paper puts forward improvement strategies again.First,focus on highlighting the management position of the land acquisition and demolition office of Tianyi Economic Development Zone,so as to effectively coordinate the grass-roots work.The second is to design a long-term supervision mechanism,so as to restrict the policy implementation of each collection and demolition office.Third,the scale of land acquisition is designed according to the actual needs of the park and the current situation of investment attraction,so as to synchronize the land acquisition and use.Fourth,establish incentives for entrepreneurship and employment,and expand the employment path with the help of residents’ entrepreneurial enthusiasm. |
