Village integration is a reform initiative to improve the agricultural production environment,improve the quality of life of farmers,and intensively use rural land,while merging adjacent natural villages to build rural communities and realize centralized living.Compensation for land acquisition is both the focal point and the pain point of village integration,and whether the compensation for land acquisition is handled properly will largely determine whether village integration can be implemented smoothly.Compensation for land acquisition is an important element of village integration,but some problems have been revealed in practice,such as the loss of land security and return to poverty,forced expropriation and demolition leading to vicious injuries,and administrative orders from higher levels over laws and regulations.What we need to explore in depth is what problems have mainly occurred in the implementation of land acquisition compensation for merging villages into houses,what causes these problems,and how to minimize or even avoid their recurrence.This paper draws on the classical policy implementation model to construct an analytical framework for the article,and through interviews and questionnaires to understand the most strongly reflected problems in the implementation of the land acquisition compensation policy for village integration in Dezhou,and to discuss them in depth.The first introductory chapter explains the background and significance of the current research,discusses the current situation and development trend of domestic and international research,proposes the research methodology,possible innovations and shortcomings,and provides a guiding method for the article.The second chapter defines the core concepts of village integration,land acquisition,and land requisition compensation,proposes the theory of equity and cooperative game theory,builds the analytical framework of the article,and lays the theoretical foundation for the article.Chapter 3 discusses the overall development of village integration and the practical exploration of village integration in Dezhou,firstly,it divides the development stages,introduces the development characteristics of different stages and describes the current development status of village integration.The second chapter summarizes the practice of village integration in Dezhou,discussing the general situation of Dezhou,the reasons for promoting it,the main practices and the results achieved.The fourth chapter is the focus and the difficult part of the article,based on the constructed analytical framework,combined with questionnaires and interviews,the problems and causes that emerged during the implementation of the land acquisition compensation policy of Dezhou city in the process of village integration are analyzed in depth from five elements: the policy itself,the policy implementation subject,the policy action object,the policy environment and the supervision system.Chapter 5 presents the experiences of typical regions in China,discussing the practices of land acquisition compensation in Suzhou City,Jiangsu Province and Jinan City,Shandong Province,respectively,and drawing inspiration from these two classic regions to provide experiences for the implementation of the policy in Dezhou City.Based on the above-mentioned problems,reasons and experiences,Chapter6 proposes an optimal path for the implementation of land acquisition compensation policy in Dezhou City.Finally,it concludes with a summary of the above contents and an outlook for future research.Based on the literature and field research,this study analyzes the practice of land acquisition compensation for village integration in Dezhou City,and then explores the optimization path of land acquisition compensation policy implementation for village integration.
