Research On The Implementation Of Housing Demolition Policy On Collective Land Based On Smith Model

In recent years,urban development has undergone an evolution from urbanization to new urbanization,and the demand for land for industry,service industry and parkland for high-quality urban development has been increasing,leading to an increasing contradiction between the supply of urban land resources and the demand for high-quality urban development,which has given rise to a series of problems of urban land resource allocation.As one of the important ways to realize the rational allocation of land resources and the transformation of high-quality urban economic development,the effectiveness of land acquisition and relocation is related to the sustainable and healthy development of the city and the improvement of urban spatial quality and efficiency.As the locomotive of Wuhan’s economic development,the East Lake New Technology Development Zone is at an important stage of becoming an innovation and entrepreneurship center with global influence and building a "World Optics Valley".This paper takes Wuhan East Lake New Technology Development Zone as the research object,and uses the Smith model policy implementation framework,questionnaires and interviews to analyze the policy,implementation agency,target group and environment.The implementation of the policy is inefficient and no effective top-down supervision,implementation and feedback mechanism has been formed;the recognition of the target groups is low and the channels for expressing their interests are poor;the supporting facilities are not perfect and easily influenced by the historical and human environment.In view of the above analysis,this paper proposes the following optimization paths in the light of the actual situation in the Wuhan East Lake New Technology Development Zone: first,it is necessary to improve the policy implementation mechanism;second,it is necessary to regulate the main body of policy implementation to strengthen supervision and punishment;third,it is necessary to safeguard the interests of target groups,improve the corresponding supporting facilities and respect the historical and humanistic environment,in order to optimize the policy of land acquisition and relocation in the Wuhan East Lake New Technology Development Zone through the implementation and execution of these improvement measures implementation program and promote policy implementation.
