Implementation Of The Policy Of Land Acquisition And House Demolition In Kunming Based On Policy Network

At present,our country is in the period of the acceleration of urbanization,a large-scale nationwide demolished and relocated on requisitioned land,and in promoting economic and social development at the same time,also caused a lot of contradictions and conflicts,so more and more attention in academic circles.But from the point of view of the existing research,mostly from the perspective of economy,society and law,based on the study of land expropriation in the perspective of the administrative units are relatively few.The requisition of our country has obvious characteristic of government-led,therefore the requisition to a certain extent,can be regarded as a kind of administrative behavior,around the various laws and regulations formulated by the demolished and relocated on requisitioned land also belong to public policy from the essence,contradiction and the dispute on the existing in the execution of public policy.Policy network theory,this paper analyzes the requisition,the further study of the relationship between actors and their interactions,and on the basis of the analysis of actual case,find out the system,the structure and action from three aspects,the issues that led to the policy execution block and in view of the problem,put forward a sound system,optimize network structure,the countermeasures and Suggestions about how to standardize the behavior of the network,in order to help the policy effective execution.
