Construction And Empirical Study On The Evaluation Index System Of The Awareness Of Rule Of Law Of Township Civil Servants In Central China

At the fourth Plenary Session of the 18 th CPC Central Committee,China for the first time made an important decision to comprehensively govern the country in accordance with the law,and stressed that community-level officials should be the foundation and focus of advancing law-based governance.It is pointed out that the masses of grassroots cadres should not only strengthen the quality of rule of law and people-oriented consciousness,but also we must constantly improve our ability to administer according to law,so as to promote the vertical deepening of law-based governance at the grass-roots level.Township civil servants are not only the "last kilometer" of national policies,but also the executor and main force of promoting the rule of law in rural governance.The strength of their awareness of the rule of law is directly related to the effectiveness of the overall rule of law and the realization of rural social harmony and stability,so it is very necessary to study the evaluation of the awareness of the rule of law of township civil servants.By clarifying the difference and connection between legal consciousness and consciousness of rule of law,and taking the trisection of legal consciousness as the main theoretical basis,According to the evolution logic of legal consciousness from low to high,and further highlighting the practical characteristics of legal consciousness,Combining domestic and foreign indicators on the definition of the awareness of the rule of law,the construction of the central township civil servants awareness of the rule of law evaluation index system,They are "consciousness of participation in the rule of law" at the level of behavioral psychology,"consciousness of rights,rules and democracy" at the level of values,and "consciousness of supremacy of Constitution and law" at the level of ideological system.Then the analytic hierarchy process is used to get the corresponding index weight after the experts score.Select changzhutan township civil servants who are very extensible as the investigation object,conduct reliability and validity test of the questionnaire.On the basis of proving that the index system has good reliability and stability,the conclusion is drawn after calculation and analysis of each index:(1)The township civil servants’ awareness of rights,rules and the supremacy of the constitution and law are relatively strong.(2)The democratic consciousness of township civil servants is a little weaker than the other four consciousness,and their consciousness of participation in the rule of law is the strongest among all indicators.(3)After comprehensive calculation and analysis,the evaluation score of township civil servants’ awareness of the rule of law is about 87,that is to say,their awareness of the rule of law generally belongs to a relatively strong category.Finally discusses the status quo of villages and towns of civil servant consciousness of rule of law and give some Suggestions to further motivate township civil servants the ascension of the rule of law consciousness,provide new tools for the research on the rule of law consciousness and evaluation and the method,in order to help improve township civil servant consciousness of rule of law,to lay a solid foundation for our country to build the rule of law society.
