It is a persistent goal for public administration to improve the government performance and there is no exception to our government domestically.In order for the evaluation cause of civil servants to be more objective and efficient,it is of realistic and theoretical necessity to conduct further research on the performance of evaluation system of civil servants in our country.Based on the civil servant's performance evaluation system ,with considering the western countries' performance management experience and method, this paper established a civil servant's performance evaluation model by using analytic hierarchy process and fuzzy comprehensive evaluation method, grounded on civil servant's five evaluation indexes , morality, ability, attendance, performance and honest,constructed relatively scientific and complete civil servant's performance evaluation method.AHP-fuzzy comprehensive evaluation model is an intensely comprehensive quantitative model, it can try to objectify some subjective problem and combine qualitative judgment with quantitative analysis so as to improve the accurate and scientific assessment and the objectivity of civil servant's performance evaluation. effective evaluation method is tried to be formed here,hopes to provide the basis for civil servant's promotion, rewards and punishments, adjustment and communication.
