Performance evaluation and performance management of township civil servants is an important part of public human resource management.It is of great significance to the realization of organizational strategic goals and improve the efficiency of government management and work style,Also It’s an important way to improve the career development path of grassroots civil servants.Under the background of the new era,the township civil servants gradually display the risk of job burnout and insinuation.The study on the performance evaluation of township civil servants is helpful optimize the performance management system and personnel management mode of township civil servants,and promote the improvement of grassroots governance ability and the modernization of rural governance system.The national civil servant law promulgated in 2006 elevates the performance evaluation of civil servants to the legal level,stipulates the content,method,standard,grade and result application of the performance evaluation of civil servants.However,compared with developed countries such as Europe and America,there is still a gap in the practice of performance evaluation of civil servants in China.For example,a complete supporting legal system has not been formed,the incentive effect of performance has not been fully played,and the view of performance evaluation of township civil servants is lax etc..At the same time,the performance evaluation of township civil servants in China is facing the challenge that how to apply big data,e-government and other information technology.This paper takes Leshan district A as the research object,adopts observation,interview,questionnaire and other survey methods to conduct field research on 12 towns and villages in district A,and makes a comprehensive analysis based on the date of performance evaluation of township civil servants in district A in 2017 and2018.The research content of this paper is divided into five chapters:The first chapter,"introduction",mainly introduces the background and significance of the performance evaluation of township civil servants,and sorts out and analyzes the research status of the performance evaluation of township civilservants at home and abroad.In the second chapter,"the theoretical basis and the historical evolution of township civil servants performance evaluation",two core concepts of "township civil servants" and "performance evaluation" are defined,and the theoretical basis of performance evaluation for township civil servants is elaborated,including the new public management theory,incentive theory,people-oriented management theory,task performance theory and peripheral performance theory,etc..Meanwhile,the practical development of domestic and foreign civil servants’ performance evaluation is sorted out.The third chapter,"empirical analysis of the performance evaluation of township civil servants in district A",describes the performance evaluation of township civil servants in district A from the aspects of evaluation system,evaluation content,evaluation procedures and methods,and the application of evaluation results,etc.,and also discusses the predicament of township civil servants performance evaluation.The fourth chapter,"the building of township civil servants performance evaluation index system",on the basis of fully consulting the opinions of township civil servants and relevant experts and scholars,combined with relevant literature,puts forward the performance evaluation system index,and passes the reliability and validity test,uses the Analytic Hierarchy Process to assign weights to the indicators,forms the township civil servants performance evaluation index system.The fifth chapter,"optimization strategy of performance evaluation for township civil servants",puts forward optimization strategy of performance evaluation for township civil servants from the aspects of system guarantee,implementation path,information collection and evaluation subject,and result application.Scientific and professional performance evaluation of township civil servants plays an important role in enriching the connotation of public human resources,which is the inevitable requirement of improving the civil service system and the theme of building a performance-oriented government.This paper constructs the performance evaluation index system of township civil servants and puts forward the optimization strategy of performance evaluation,hoping to help enrich and improve the performance evaluation of township civil servants.
