The aging of the population continues to intensify,and the pension situation is increasingly severe,resulting in heavy pension pressure.With the gradual change of the family structure in our country to the "four-two-one" type,the role of the family in the pension has diminished,and more needs to be undertaken by the society and the government.However,institutional pensions and home-based pensions have been difficult to meet the increasingly personalized and diversified needs of the elderly.In order to solve the problem of pensions,it is imperative to explore diversified pension models.Under such a social background,the time bank was introduced into my country at the end of the last century and attracted the attention of the academic circles.Time Bank mutual-aid pension provides pension services for the elderly by means of deferred payment.Due to its mutual assistance,bidirectionality and public welfare,it can play an effective role in solving pension problems.However,due to the short development time of Time Bank in my country,the large differences between regions,and the characteristics of fragmentation,its high-quality sustainable development still faces a series of problems and challenges.On this article,this paper selects Yao Fangmen "Time Bank" in Nanjing,and collects information through literature method,interview method,questionnaire survey method.First,the time bank related domestic and foreign literature,and make Document review,then derive the concept of mutual assistance,"time bank","time bank","time bank" related to this article,based on demand level theory,welfare multi-varying theory and social exchange theory,and analyze "time bank" mutual help Feasibility and necessity.On the basis of data support,the operation and effectiveness of Yao Fangmen Time Bank,according to the discovery and data analysis of its operations,and deeply analyzes the cause of the problem.Analysis found that Yao Fangmen time bank has played an effective role in meeting the needs of elderly,solving the incumbent of pension,but there are some time banks,such as inadequate support,endowment service,imbalance,low information management level and The problem of adverse implementation.Finally,on the basis of the foreign literature review,the specific practice of development time banks such as Japan,the United States and Switzerland,drawing experience from their practice,hoping to provide enlightenment for my country’s development time bank,learning from abroad On the basis of the bank,from the government’s top design,fund support,regulatory mechanism construction,the construction of the exhibition,the five aspects of the construction of the volunteer team,providing some suggestions for the "time bank" mutual support for my country,in the process of my country’s localization development process Solve the issue of pension issues to further play an effective role in formation of "time banks" with Chinese characteristics.
