Theoretical Exploration And Practical Application Of Time Bank Pension Service Model

With the high-speed development of national economy and the people’s living standards are improving,the aging population of our country also in deepening,according to the 2021 census data for the seventh time,the proportion of China’s population aged 60 and over has been rising every year,speeding up the ageing process,due to the background of family planning policy in the past few years,the current family structure is relatively single,It is difficult for children to afford their parents’ pension costs,and the state has limited resources in the provision of pension,and hospitals and pension institutions are basically saturated.How to deal with the elderly pension problems,reduce the burden of children’s pension and the pressure of the state pension,becoming a difficult problem to be further solved at present.In the social environment,the model of time bank endowment came into being,Time bank is a voluntary mode of mutual assistance for the aged,with the concept of "young enjoy time,old enjoy service".The idea of quantifying the services provided by volunteers in the form of "time coins" and depositing them into an account is the same as the idea of depositing RMB from a financial bank into a personal bank account,volunteers can exchange the "time coins" in their accounts for goods or services when they need them.Time bank endowment model can effectively solve the pressure of population aging in our country,It can make full use of the human resources of the young elderly,but the time bank started late in China,only pilot plus regional differences in individual regions,time bank still faces some problems and challenges to be solved in the process of operation.Based on the life demand theory,social exchange theory,labor value theory as the theoretical basis,research time bank endowment patterns of advanced experience abroad and domestic present situation and experience of part time bank pilot areas,combined with time bank organizational structure,service system and operation mechanism.it analyzes the deficiencies and shortcomings of Chinese time bank pension mode from five aspects of government,society,service provider,time currency and information management.Specific problems include lack of policy support and guarantee,lack of funding channels and mass base,lack of perfect information management system,service level and quality to be improved,universal deposit and universal redemption function and measurement standards to be improved,etc.And then put forward countermeasures and suggestions corresponding to strengthening government leadership and policy guarantee,broadening financing channels,improving information management system,improving service level and quality,exploring new ideas of general deposit and exchange and improving the measurement standard of time currency,ect.In order to promote the localization of time bank steady development,strengthen its vitality and sustainability of development,So that it can effectively alleviate the pressure of China’s pension and promote the continuous development of China’s pension.
