Harbin Elderly "Time Bank" Mutual Aid Pension Model Participation Willingness Research

Population aging is an important issue facing human society in the 21st century.China’s aging population,advanced ageing,and less children are basically close to those of developed countries,which brings more realistic and serious pension problems."During the 14th FiveYear Plan period,the Party Central Committee has elevated the active response to population aging to the national strategic level,and made a special deployment in the 14th Five-Year Plan and 2023 Visionary Goals Outline.Due to the large size of China’s elderly population,the rapid aging rate,the change of the demand structure of the elderly from survival to development,and the unbalanced and insufficient development of the aging career,how to give full play to the subjective initiative of the elderly and explore the establishment of a perfect elderly service system has become an urgent problem to be solved.Based on the diversified needs of elderly services,the community-led mutual help elderly care model has been widely emphasized,which takes mutual help and service for the people as the core guiding ideology to develop mutual help among elderly groups and open up a new path for elderly services,thus the "time bank" was born.At present,the "time bank" mutual aid pension mode has taken shape in Harbin City,and basically formed a "self-supply cycle" system among the districts.Under the national development strategy of actively coping with the aging of the population,the study of the willingness to participate in the "time bank" mutual care model for the elderly in Harbin is conducive to improving the service mode of the "time bank" in Harbin and promoting the development of the "time bank" in Harbin."Therefore,it is of great practical significance.In this context,based on the need to improve the "time bank" mutual aid elderly care model,the research object is the elderly people in Harbin City,based on social exchange theory,welfare pluralism theory,new public service theory and elderly activity theory,using literature analysis,theoretical analysis,survey research and qualitative and quantitative analysis methods to analyze The current situation of the development of "time bank" in Harbin city was analyzed,and it was found that there are still problems such as single source of financial support,low participation of the elderly,unbalanced supply and demand,and imperfect deposit and exchange mechanism of time coins in the implementation of "time bank" mutual care model in Harbin city.The data were collected through field surveys and online questionnaires,descriptive statistics were compiled,and univariate interaction analysis and binary regression analysis were used to empirically analyze the willingness of elderly people to participate in"time bank" and its influencing factors.The results of the study showed that 14 variables,including personal,family,community and social support factors,had significant effects on the willingness of elderly people to participate.While the willingness of the elderly to participate is relatively high.the actual participation of the elderly is low due to the lack of publicity,unmet service needs,substandard infrastucture and inadequate government protection system.Accordingly,the article proposes countermeasures to enhance the willingness of the elderly to participate in "time bank" in Harbin,including strengthening the awareness of "time bank".improving the quality and diversity of services,improving community service institutions,strengthening institutionalization and legalization,and integrating social resources to form a diversified supply system.The suggestions include strengthening the awareness of "time bank",including improving the quality and diversity of services,improving community service institutions,strengthening institutionalization and legalization,and integrating social resources to form a diversified supply of countermeasures,in order to provide reference for the development of "time bank" in Harbin,and promote the construction of "time bank" mutual aid elderly care model and the diversification of elderly care model in Harbin.
