Motivation refers to the design of appropriate forms of rewards and work environments,as well as specific behavioral norms and punishments,to motivate,guide,maintain and regulate the behavior of organizations and individuals in order to effectively achieve the development goals of the organizations and their personal development goals.Xi Jinping,General Secretary of the CPC Central Committee,President of the State and Chairman of the Central Military Commission,recently gave important instructions on political and legal work.In order to thoroughly implement General Secretary Xi Jinping’s guidance and strengthen the morale of domestic public security police,it is imperative to pay attention to the development needs of young grassroots police officers and explore effective incentives to provide scientific theoretical guidance for the performance of this work.Grassroots youth police are the main force of the public security team of the People’s Republic of China.China is in a critical period of social transformation and development,with a complex and ever-changing environment at home and abroad,increasingly prominent social conflicts,and increasing difficulties in social governance.The workload of grassroots young police officers is increasing,and overtime work has become the norm.Under the pressure of long-term work,most of the young grassroots police officers have gradually developed a sense of weariness about their careers.Such a phenomenon seriously restricts the stable development of outstanding young people in the public security team and is not conducive to the improvement of the overall combat effectiveness of the public security team.In the study of police motivation,foreign scholars mostly use empirical research methods.Domestic scholars have put forward various initiatives to promote the motivational effect of people’s police from various classical theoretical perspectives.However,there are few studies for the specific group of grassroots young police officers,and further exploration is needed on how to effectively coordinate material and spiritual motivation.Based on two-factor theory,this study uses literature analysis method,questionnaire survey method and case study method to analyze the current situation of motivation of grassroots young police officers in SH District Branch of Hohhot Public Security Bureau from two perspectives of health care factors and motivation factors.It is found that there are problems in the current incentive mechanism such as unreasonable salary and treatment,insufficient career security,poor assessment and incentive effect,unsatisfactory training effect,poor promotion channels and low sense of work accomplishment,etc.The causes of the problems include the lack of innovation in the salary system,inadequate police career security system,incomplete performance assessment system,lack of scientific and effective training system,and the seniority-based promotion model,etc.On that basis,the successful experience of motivating grassroots young police in other regions in China is drawn upon,and the improvement measures for motivating grassroots young police in SH District Branch of Hohhot Public Security Bureau are proposed.The countermeasures include innovating the parallel system of job and rank,further optimizing and improving the promotion conditions of the grassroots youth police,establishing a perfect promotion system of rank,improving the ranking salary system,establishing a scientific and accurate performance assessment system,improving the job security system,actively seeking financial support for public security police officers with high work intensity,high risk factors and long overtime hours,improving the condition of equipment at the grassroots level,meeting the needs in terms of mental environment,seriously dealing with false accusations against the people ’ s police,strengthening financial support and security,coordinating the central and local finances,providing financial security for the people’s police force,improving the training system,enriching the content and form of training,encouraging the people’s police to pursue further education,enhancing professional identity,strengthening the sense of professional identity and mission through professional training and role model demonstration,etc. |
