The foundation is not strong,and the ground is shaken.As the foundation of procuratorial organs,grassroots procuratorates undertake about 90%of the business volume of procuratorial organs every year,and it can be said that doing a good job in grassroots procuratorial work is the foundation for achieving high-quality development of procuratorial organs.Since the 18th National Congress of the Communist Party of China,the Party Central Committee has continuously promoted the restructuring and integration of the ranks of grassroots procuratorial organs,and multiple reforms such as personnel classification management,judicial responsibility system reform,and reform of procuratorial internal organs have been introduced one after another.These reforms have brought certain practical results,and the judicial efficiency of procuratorial organs has been significantly improved,but at the same time,grassroots procuratorial organs have gradually exposed some problems,including the increasing pressure on procuratorial personnel,the uncertain development prospects of some personnel,subjective initiative and work enthusiasm to be stimulated,etc.,reflecting the weak team of grassroots procuratorial organs and the insufficient operation of the incentive system.In this regard,the prosecution team must be strengthened and continuously make up for the shortcomings of the incentive system,effectively mobilize the endogenous motivation of procuratorial cadres and police,and tap the inherent potential of individuals,so as to further promote reform and improve quality and efficiency.This paper mainly takes the X County Procuratorate as the object of grassroots procuratorial personnel incentive research,analyzes the current situation and remarkable results of grassroots procuratorial personnel incentive through questionnaire survey method and interview method,Based on the two-factor theory and combined with the preliminary investigation,six incentive factors are determined as key research factors,studies and puts forward some prominent problems in salary and treatment,supervision and management,working environment,assessment and evaluation,education and training,and personal development of grassroots procuratorial incentive measures,and tries to explore the reasons behind them according to these problems.There are mainly reasons such as imperfect salary mechanism,lack of supervision and management,inadequate job security,imperfect evaluation system,unsolid education and training,and unreasonable personnel management.Finally,on the basis of the previous analysis,suggestions are put forward to further improve the incentive level of grassroots procuratorial personnel,and countermeasures are put forward from the aspects of establishing a salary mechanism that meets the needs of procuratorial work,strengthening the internal supervision and constraint mechanism,strengthening the construction of cultural system and professional personal security,improving the assessment system while strengthening the use of results,establishing a scientific and efficient education and training system,optimizing the personnel management mode,etc.,and exploring effective measures to improve the incentive of grassroots procuratorial personnel.By analyzing the incentive measures of procuratorial organs in County X and putting forward suggestions for optimizing the incentives of procuratorial personnel in a realistic sense,this paper hopes to effectively enrich and enrich the research on the incentive of grassroots procuratorial personnel,solve the common problem of personnel incentives in grassroots procuratorial organs,and help improve the organization and management level of the procuratorial team,improve the quality and efficiency of the procuratorial work,take the initiative to adapt to the development requirements,and provide management guarantee for the high-quality development of the procuratorial work.
