Study On The Leading Function Of Grass-roots Party Organizations In L County Community Governance

As the smallest unit in the national system,with the deepening of China’s reformand opening up process,the urbanization process is accelerating,and the needs of communities are becoming diversified,leading to the pursuit of multi-level interests by community people.This phenomenon makes community governance increasingly difficult,and grassroots community governance is faced with great challenges.As one of the main bodies of community governance,grassroots Party organizations are also facing many new situations and problems in leading community governance.In this case,to give full play to the leading function of grassroots Party organizations in community governance is an important way to strengthen the social governance capacity of grassroots Party organizations and improve the efficiency of solving urban and rural conflicts.In recent years,L county,where the author lives,has vigorously promoted the work of community Party building with the focus of "Leading by Party building,five couplers and five straightness",and explored a variety of practical and effective carriers and mechanisms for grassroots Party organizations to play a leading role in community governance,striving to improve the level of grassroots social governance.Achievements have been made,such as raising the ideological awareness of party members and the masses,initial realization of institutionalization and standardization of community organization governance,normalization of the joint governance of multiple forces,and emergence of diversified patterns of community life.But at the same time there is a lack of cohesion in the community to people in community affairs,community party organization governance lack of supervision,the guiding role of grass-roots party organizations in community work sharing performance,work style of the party organizations at the grass-roots level and community governance issues of modernization needs not to be cracked and further perfect.The main reasons for the existence of these problems are the lack of community service innovation ideas of grassroots Party organizations,the work content of party members and cadres in communities divorced from the needs of the community masses,and the lack of community governance professionals in grassroots Party organizations.In view of this,this paper puts forward countermeasures and suggestions on strengthening the political guidance of grassroots Party organizations in community governance,improving the structure of grassroots Party organizations to improve the leading mechanism,giving full play to the effectiveness of party members and cadres to implement action guidance,pooling resources of all parties to lead community co-governance and sharing,cultivating advanced talents to lead community innovation and development,etc.It is hoped that some problems existing in community governance in L County can be solved effectively for a long time,so as to enhance the leading function of grassroots Party organizations,improve the effect of community governance,and provide a strong guarantee for the development of social undertakings.
