Research On The Grassroots Party Building Leading Governance Capacity In Urban And Rural Areas

Since the 18 th National Congress of the CPC,the CPC Central Committee with Comrade Xi Jinping at its core has made a series of important plans for accelerating the modernization of social governance,and remarkable results have been achieved.The report of the 19 th CPC National Congress clearly pointed out the requirements of "promoting the focus of social governance to move down to the grassroots",and the Fourth Plenary Session of the 19 th CPC Central Committee proposed to "build a new pattern of social governance at the grassroots level".Grassroots are the cells of society and the foundation of social harmony and stability.Grassroots social governance is inseparable from Party leadership and Party building.Leading the innovation of community-level governance through Party building is an inevitable requirement for community-level governance to keep pace with The Times and modernize China’s governance system and capacity in the era of great change.With the development of economy,social problems are becoming increasingly diversified and complicated,and the management of public affairs at the grass-roots level is becoming more and more challenging.As the city with the largest geographical area in western Jiangxi,Y City has many counties and cities under its jurisdiction,and its development is typical to a certain extent.Y Municipal Party Committee and Government actively responded to the work deployment of the Provincial Party Committee and carried out the "three modernizations" of Party building in full swing throughout the whole city.The Party building has led social governance to achieve good results,and the urban grass-roots governance level has been significantly improved,but there are still many problems.Through the methods of questionnaire survey and case interview,on the premise of using literature analysis to sort out relevant concepts,and using relevant theories such as public management,this paper conducts an investigation on the status quo of grass-roots social governance led by the Party building in several representative villages and streets.In the investigation and analysis of the current situation of the party building leading grass-roots social governance,it is found that there are still many problems,such as insufficient Party organization construction,insufficient Party building leading strength,unreasonable cadre team structure,insufficient mass participation and so on.In view of the above problem,this paper on the basis of field investigation and study,combined with the actual Y city,consolidate the party’s ruling foundation,insisted that the party leads,promote grass-roots social management modernization.
