Research On The Realization Of The Function Of Party Building In Community Governance In The New Era

With the continuous change of economic structure and social structure,the traditional system of units began to disintegrate,and the community gradually became the basic unit of governance.The report to the 19th National Congress of the Communist Party of China(CPC)points out that it is necessary to improve the Party’s organizational capacity in community-level governance and build Party organizations into a strong battle fortress.The construction of the Party’s primary organizations is the basis for the Party organizations to exert their leadership and mobilization capabilities.Leading community governance with party building as the core is not only beneficial to strengthening the political leadership function of the party,consolidating the ruling foundation of the party,but also plays a key role in integrating the main body of community governance and improving the effectiveness of community governance.In order to further improve the function of the party building in community governance,it is necessary to clarify the function orientation and mechanism of the party building in community governance.This paper takes the function of the party building in community governance as the research theme,takes the national excellent party building cases since the 18th National Congress as the analysis material,draws on the theory of structural functionalism and other relevant theories,and carries out research on the functional positioning,existing difficulties,innovative achievements,realization path and other aspects of the community party building.The first part of the article systematically sorts out and summarizes the research results of domestic and foreign scholars on community party building,and defines related concepts such as community and community party building,and summarizes the theoretical basis of meta-governance theory and structural functionalism theory.The second part introduces the evolution of the function of party building in community governance,covering three important time periods:the planned economy era,the post-reform and opening-up period,and the new era.The third part draws on the innovative achievements of community party building,and defines the functions of party building in community governance,namely,the function of organization integration,the function of platform construction,the function of system regulation,and the function of technology adaptation.The fourth part summarizes the dilemma of party building in community governance in the new era,including the dilemma of structure fragmentation,the dilelmma of lack of platforms,the dilemma of system construction,and the dilemma of technological lag.The fifth part takes the national excellent party building cases as the analysis material,extracts and summarizes the innovative results of party building in the new era,which corresponds to the function of community party building and is mainly carried out from the four aspects of governance organization innovation,governance platform innovation,governance mechanism innovation and governance technology innovation under the guidance of party building.The last part analyzes the function realization path of party building in community governance from the perspective of the main body of community governance.New era of community party building is the basic party system and community governance system of two-way coupling,to give full play to the function of party construction in community governance,community party construction as the core of pluralistic governance body to consolidate and rationalize the accrual of relationship between subject and consultation mechanism,community party organization at the same time also is necessary based on community governance requirements,implement the structure transformation and function transformation,the formation of the party as the core of community governance and pattern.
