A Case Study Of The "Hong Qi Model" Leading Community Governance By Party Building In Jintang County,Chengdu

The word“community”was translated by Mr.Fei Xiaotong from English,the founder of China’s sociology and anthropology,and has come down ever since.Grassroots community,as the lowest unit of China’s administrative system and the basic space formed by citizens’life,is on the one hand China’s basic governance cell,and on the other a micro unit of comprehensive governance of society.The result of community governance exerts a direct influence on the well-being and sense of unity of social public life,on the formation of new pattern of social governance system and on the prosperity and stability of social development.General Secretary Xi Jinping has pointed that,urban and rural community belongs to‘the last mile’connecting the Communist Party and people,therefore it’s important to regard strengthening the building of The Party at the grass-roots level and consolidating the governing basis of the Party as the mainstream of social governance and grass-root building,to further develop the regionalized party construction^[1].Report of the 19th National Congress of the Party points out that,build a social governance pattern of jointly build and govern for shared benefits and stress“the importance of social organization and that as part of the grass-root organization”.The Proposal of the CPC Central Committee on Formulating the 14th Five-Year Plan and Long-term Goals for National Economic and Social Development stresses to strengthen and innovate social governance.It can be observed that,further strengthening the research of grass-root community,fully making use of the leading position of the Party,continuously improving governance mechanism and bringing people of all walks of life to participate have important theoretical and practical influence on advancing the modernization of China’s social governance capacity.This thesis employs the theory of good governance,social system theory and polycentric governance,adopts the method of document investigation to form theoretical basis of the research,and field investigation method to make detailed analysis of the“Hong Qi Pattern”implemented by the Jintang County of its community governance.Firstly,this thesis makes comprehensive demonstration of the current situation and development trend of community development and governance domestic and abroad,introduces the research ideas and methods and summarizes the deficiencies.Then,the thesis briefly explains the basic situation of the Hong Qi village,introducing Jintang county party leading the community governance model of"Hong Qi"from five aspects,of which first is to deepen the party leading,second is to highlight the risk control,third is to be caring and considerate,forth is to focus on the industry development,fifth is to focus on harmonious coexistence.Next,this thesis investigates and analyzes the effectiveness of governance through questionnaire survey,and conducts in-depth analysis of the case’s position as a leading role and main role and its coordination mechanism,clarified the important role of the leading mechanism of party building as the core essence in the participation and coordination of multiple subjects.Finally,the thesis makes summary of the community governance pattern of Jintang County Hong Qi Village and puts forward prospects for its future.The research mentioned in this thesis of the governance pattern of Jintang County Hong Qi Village,mainly focusing on the summary and extract of the work methods of the rural community governance.Under current background of rural revitalization,the development of rural community governance gains the attention of people from all walks of life.Through these researches,this thesis wishes to provide some references for governance method of other communities and villages of our country.
