Research On The Reform Of Comprehensive Administrative Law Enforcement Of Tianjin Transportation

In recent years,in order to implement the spirit of relevant documents of the central government on deepening the reform of comprehensive administrative law enforcement in the fields of cultural market and transportation,and promote the establishment of a unified,open,competitive and orderly modern market system.,all regions responded positively to the call.Following the objective requirement of era development and service of economic society,Tianjin city has positively adopted reformations on enforcement of traffic transportation,so as to set up a good image of traffic transportation.However,any reform is not plain sailing.In the process of promoting the reform,there will be resistance due to the interest game of all parties,which will affect the reform process.Even after the reform,there will be problems such as poor operation mechanism due to the long-term impact of the old law enforcement system.This paper has systematically integrate the current status of reformations on comprehensive administrative enforcement of traffic transportation in Tianjin city,analyze existing problems in the reformations,with the target of establishing an integrated and standard enforcement order in traffic transportation market,and eventually elevate the enforcement level of law in comprehensive administrative enforcement of traffic transportation of Tianjin and promote the all-round and healthy development of comprehensive administrative enforcement system.This article uses the literature analysis,comparative research and questionnaire survey,to transport the status of administrative law enforcement reform of Tianjin profound analysis,through the research of Tianjin in recent years,the main measure of reform is the reform of comprehensive law enforcement mode of transportation of the defects in the implementation and the results of analysis and research.This paper is going to summarize the achievements in the reformation on enforcement of traffic transportation,focusing on the law-enforcement jurisdictions integration,law-enforcement department optimizing,work-coordination system establishing as well as the innovation of law-enforcement means.Besides,this paper also will summarize the shortcomings in the law-enforcement aspects such as system and mechanism,law-enforcement basis,law-enforcement responsibility and administrative environment.On this basis,draw lessons from domestic and foreign advanced experience,explore further deepening the reform of the Tianjin transportation comprehensive administrative law enforcement and the key work content,put forward the standard system and mechanism,improving the qualities of law enforcers,we will accelerate reform of the financial supporting system,perfecting the relevant form a complete set of laws and regulations,clarify the law enforcement boundary,the countermeasures and suggestion to improve the law enforcement environment.
