Transportation is an important part of economic and social development.Law enforcement in the field of transportation is closely related to the daily life of every citizen.In order to further improve the quality of law enforcement,the state has continuously deepened the reform of comprehensive administrative law enforcement of transportation.This paper takes City C,one of the pilot cities,as the research object to comprehensively review the practice of its comprehensive administrative law enforcement reform of transportation,which has certain theoretical and practical significance.In order to accurately reproduce the situation of the comprehensive administrative law enforcement reform of transportation in City C,on the basis of summarizing the national reform process,the reform practice of City C is sorted out by using case interview,case analysis,participatory observation,network ethnography and other research methods.It is found that the reform of City C has gone through three stages of local pilot,overall promotion and adjustment deepening,and achieved remarkable results,such as avoiding multiple law enforcement,integrating law enforcement resources,promoting law enforcement sinking,streamlining law enforcement matters and strengthening law enforcement supervision.However,due to the background,personnel and other factors,there are also a series of problems that can not be ignored in the comprehensive administrative law enforcement reform of transportation in City C,and there is still a certain gap with the people’s expectation of higher law enforcement experience in the field of transportation.The weakening of the qualification of law enforcement subjects,the unbalanced promotion of reform,the insufficient strength of law enforcement,the need to improve the level of law enforcement,the inadequacy of law enforcement capacity,and the weakness of cross departmental cooperation have restricted the effectiveness of reform,but also pointed out the direction for continuous deepening of reform in the future.Through in-depth interviews,we can find that the reasons for these difficulties are:insufficient legal basis for law enforcement,imperfect law enforcement guarantee system,inadequate construction of law enforcement team,incomplete transformation of law enforcement thinking,imperfect informatization construction,and absence of cross departmental cooperation mechanism.Therefore,combined with the guidance of the three theories of holistic governance,service-oriented government theory and government process reengineering theory,and the practical enlightenment of Guangdong Province,Henan Province and Dalian City,we advocate that we should improve the laws and regulations of comprehensive administrative law enforcement of transportation,improve the guarantee system of comprehensive administrative law enforcement of transportation,strengthen the construction of comprehensive administrative law enforcement team of transportation,promote the transformation of thinking of comprehensive administrative law enforcement of transportation We will continue to deepen the reform of comprehensive administrative law enforcement of transportation in six aspects,including the intelligent transformation of comprehensive administrative law enforcement of transportation and the establishment of a coordination system for comprehensive administrative law enforcement of transportation.In a certain sense,this paper focuses on the reform practice of comprehensive administrative law enforcement of transportation in City C,which is helpful to provide more practical support for public management theory,and also helpful to provide useful references for further deepening the reform in City C or other regions of the country.
