Study On The Dilemma Of Transportation Law Enforcement After Comprehensive Administrative Law Enforcement Reform

Since the reform and opening up,China’s transportation industry has developed by leaps and bounds with the economic take-off,but the industry management level has not been improved to match it,and the voice of institutional reform is becoming stronger and stronger.Comprehensive administrative law enforcement reform had been piloted during 2005 to 2015 and fully rolled out after 2015 in China.As an important step in building a government under the rule of law,academia and practitioners pay great attention to the introduction and implementation of policies for this institutional reform,it has also done a lot of research on the reform of comprehensive administrative law enforcement.As an important part of building a rule of law and service-oriented government in an all-round way,the comprehensive administrative law enforcement reform of transportation is the only way to realize the high-quality development of transportation.On the basis of affirming the positive significance of comprehensive administrative law enforcement reform,this paper faces up to the shortcomings of comprehensive administrative reform。Taking the comprehensive administrative law enforcement reform of transportation in G City as a case study,this paper confirms the phased achievements of the comprehensive administrative law enforcement reform of transportation in Ganzhou City,at the same time,we should face up to the new law enforcement difficulties after the reform,such as unreasonable composition of law enforcement personnel,cross regional law enforcement and excessive law enforcement,differences in industrial safety supervision,allocation of law enforcement vehicles and so on.On this basis,this paper summarizes the reasons for the dilemma of law enforcement from the multiple dimensions of policy problem confirmation,public policy introduction,policy implementation environment,policy implementation conditions and policy implementation ability,and point out improvement suggestions from the aspects of strengthening system construction,optimizing organizational structure,implementing administrative decentralization and strengthening departmental communication,so as to provide some reference and reference for the follow-up transition period of comprehensive administrative law enforcement reform and the improvement of reform results,and put forward new research directions.
