Research On Co-construction,co-governance And Sharing Of Community Governance And Countermeasures

The goal of the 20 th National Congress of the Communist Party of China is to build a social community in which everyone is responsible,responsible and beneficial to all.The focus of social governance is on the grassroots,and the typical representative of the grassroots is community management.Community governance under the concept of co-construction,co-governance and sharing is not only an important part of social and national governance,but also an important step to realize the positive interaction between social supervision and residents’ autonomy.The governance status of community governance,co-construction,co-governance and sharing is crucial to the development of social governance system and governance capacity,and achieving the goal of co-construction,co-governance and sharing is related to the modernization of national management system and management capacity.Through the literature research method,the current situation,problems and countermeasures of community governance,co-construction,co-governance and sharing were reviewed.According to the overall layout of the "five-in-one" in the new era proposed by the 18 th National Congress of the Communist Party of China,through the interview survey method,the community governance co-construction and co-governance sharing system composed of 33 work indicators in five aspects:economic construction,political construction,cultural construction,social undertaking construction,and ecological civilization construction were sorted out.Through field research,data analysis,expert consultation and questionnaire method,it is found that the problems of co-construction,co-governance and sharing in Jinxiu Community in Hefei Economic Development Zone are unstable sources of funds in economic construction,insufficient income generation of enterprises,and shrinkage of jobs.In political construction,grid management is not perfect,departments play insufficient roles,and party building responsibilities are ambiguous;In terms of cultural construction,community residents lack emotional participation and lack of diversified needs;Insufficient participation of social forces,insufficient educational resources,single financing channels,and insufficient elderly care services in the construction of social undertakings;In the construction of ecological civilization,residents’ awareness of garbage classification is not strong,and the property services of old communities are poor.Using polycentric governance theory and stakeholder theory,the reasons for analyzing the problems of economic construction are the lack of institutionalized management of economic pluralistic subjects and the lack of legal supervision of government departments.In terms of political construction,the cooperation of community residents is low,and the government lacks vitality in the allocation of community talents;In terms of cultural construction,the awareness level of community residents is insufficient,the content of community cultural activities is poor and the degree of commercialization is high;In the construction of social undertakings,community resources are scattered,the degree of integration is low,and the government funding is insufficient;There is a lack of supervision mechanism in the construction of ecological civilization,and the rights and responsibilities of property service supervision are not standardized.Put forward development countermeasures for community governance,co-construction,co-governance and sharing in China:standardize governance rights and responsibilities in economic construction,regulate the relationship between government and society,strengthen basic support,and strengthen grassroots innovation;In terms of political construction,improve institutional construction,refine management matters,strengthen network management,improve governance efficiency,and strengthen the construction of community work teams;In terms of cultural construction,pay attention to publicity and guidance,strengthen the input of ideas and concepts,enrich the channels for residents’ participation,and expand the channels for participation in community governance;In terms of social undertaking construction,improve the grassroots party organization system,strengthen the leading role of party building,establish a collaborative work mechanism,strengthen work cohesion,further optimize community governance,and improve grassroots security capabilities;In terms of ecological civilization construction,expand the scope of red property services,enhance residents’ awareness of environmental protection,and improve the management mechanism of community environmental construction.Figure [4] Table [4] Reference [53]...
