Under the current social governance pattern of "co-construction,co-governance and sharing",the model of community governance,as the basic unit of social governance,is gradually changing with the changes of political,economic and cultural environment,and the concept,content and conditions of governance are becoming more and more complicated.Traditional community governance strategies can no longer meet the increasingly diverse needs of community residents.The past governance model with the government as a single power center is gone forever.In the path selection of community governance in the new era,multiple collaborative governance mode has replaced the traditional hierarchical management mode and become the mainstream of development.Interdependence and cooperation among multiple subjects is the best choice to improve the community governance system.As an important force involved in community governance,the study on the process and operation mode of voluntary service organizations participating in community governance has positive reference significance for promoting the high-quality development of community governance.Based on the work and practice of G Voluntary Service Association,this thesis tries to explain how voluntary service organizations can effectively participate in community governance by focusing on the "what" and "how" of voluntary service organizations in community governance.To this end,the author conducted a two-month participatory survey and interview in Jincheng Community of Ping xiang City,obtained an overall grasp of the content and approach of voluntary service organizations to participate in community governance,revealed the logic and mode of the operation of voluntary service organizations,and on this basis responded to the practical problem of how voluntary service organizations participate in community governance.Through the establishment of the analysis framework of three dimensions of participation opportunity,participation ability and participation channels of voluntary service organizations in community governance,the research finds that under the constraints of opportunity acquisition,capacity building and channels,G voluntary service association has not developed into an efficient community governance subject,and its development still has "administrative dependence" and "lag" : the administrative tendency of organizational behavior;A high reliance on proxy opportunities;Capacity building falls behind actual needs;Participation channels and residents’ interests are weakly correlated.Voluntary service organizations operating under the above three-dimensional framework have to face the following three dilemmas in their participation in community governance:First,the opportunity dilemma is that the organization relies too much on the government’s proxy opportunities to "contract".Second,there are shortcomings in capacity building,which are mainly reflected in the defects of resource integration capacity and specialized service capacity building.Third,in the institutionalized environment,the effectiveness of the channels of organizational participation in governance is insufficient,failing to effectively respond to the interests of residents.These contradictions and relations have shaped the operational logic and mode of voluntary service organizations’ participation in governance.Based on this,this thesis believes that in order to enhance the effectiveness of voluntary service organizations in community governance and improve the system of organizational participation in governance,it is necessary to take the improvement of institutional environment as the primary task to promote the integration of voluntary service into community governance,take the construction of organizational capacity and the improvement of resource security system as the starting point of participation in governance,and combine the construction of participation channels and mechanisms.Enhance the overall effectiveness of voluntary service participation in community governance.
