Social organizations are an important social force in the governance of rural poverty.Since the establishment of the China Foundation for Poverty Alleviation in 1989,social organizations have been active on the stage of poverty alleviation in China and actively contributed to the cause of poverty alleviation in China.Participation opportunities and participation ability are the two core elements that restrict social organizations to play a role in rural poverty governance.In the face of this rare historical opportunity,in order to play the role of social organizations in rural poverty governance,it is necessary to expand the opportunities of social organizations to participate in rural poverty governance and enhance their participation ability at the same time.Only in this way can social organizations help the strategy of getting rid of poverty and have a substantive significance.At the same time,participation opportunities and participation capabilities are influenced and constrained by the institutional factors embedded in them(The institutional embedding).Therefore,in order to effectively grasp the opportunities and capabilities of social organizations to participate in rural poverty governance,it is necessary to explore the institutional factors behind them.Based on this,this paper explores the opportunity and ability of social organizations to participate in rural poverty governance,and explores the influencing factors and mechanism of social organizations’ opportunity and ability to participate in rural poverty governance from the institutional environment level,reveals the inherent law of social organizations’ participation in rural poverty governance,and finally explores how to optimize the institutional environment to obtain the opportunity and ability of social organizations to participate in rural poverty governance.Participation opportunity refers to the external conditions of social organizations to participate in rural poverty governance,which can be measured from the two dimensions of participation possibility and participation frequency.Empirical research found that social organizations to participate in rural poverty governance obtained mainly from the government’s political mobilization and social organizations to stimulate and meet the internal needs of poverty objects.In addition,social organizations to participate in rural poverty governance opportunities also increase with the organic integration of Internet thinking and technology and poverty alleviation.The participation opportunity of social organization in rural poverty governance is a variable,which is faced with the risk of loss at any time,so it should be guaranteed and developed.At present,as the way to guarantee and develop the participation opportunity of social organization in rural poverty governance,such as the way of multi-resource providers’ resource investment,establishing trust relationship with the government and relationship with farmers and brand shaping have been fully affirmed and valued.It can not be ignored that the lack of opportunities for social organizations to participate in rural poverty governance is still prominent,mainly manifested in the lack of overall participation opportunities and inequality of participation opportunities.The reason why the lack of opportunities for social organizations to participate is because social organizations are embedded in the institutional environment,subject to the institutional environment,and are caused by imperfect systems.In addition,the empirical study also found that the opportunity of social organizations to participate in rural poverty governance is mainly affected by social identity,social management system,resource supply mechanism,laws and regulations and policy system and other institutional factors,and this impact is mainly through the mandatory mechanism,restraint mechanism,normative mechanism,safeguard mechanism and trust mechanism and identity mechanism to play a role.Participation capacity refers to the internal conditions for social organizations to participate in rural poverty governance,which can be measured from three dimensions: resource mobilization capacity,professional service capacity and organizational internal governance and learning capabilities.Empirical research found that the cultivation of social organizations to participate in rural poverty governance can be achieved by stimulating public feelings,establishing a clear organizational mission,strengthening the construction of talent team,the construction of social organization governance structure,and expanding the channels of funding sources.At the same time,in order to accomplish the task of poverty alleviation with high quality,it is also necessary to build the ability of participation.Currently,some social organizations try to build their own ability of participation by establishing cooperative partnership,innovating the means and mode of poverty alleviation,and practicing poverty alleviation,and have achieved certain results.However,it is an undeniable fact that social organizations are still facing the dilemma of insufficient capacity,mainly manifested in the lagging concept of organizational poverty alleviation and the lack of sense of organizational mission,the imperfect internal governance structure of social organizations,the lack of resource mobilization capacity,and the lack of ability to respond to social needs.The reason why the lack of social organization participation ability is also due to the fact that social organizations are embedded in the institutional environment,subject to the institutional environment,and are caused by imperfect systems.In addition,the empirical study also found that the ability of social organizations to participate in rural poverty governance is mainly affected by social organization publicity,social organization vision,policy incentives,social relations network and other institutional factors,and this impact is mainly through the promotion mechanism,professional identity mechanism,correction mechanism and resource security mechanism,learning mechanism and model mechanism to achieve.According to the theoretical and empirical analysis,the study draws the following conclusions: first,the opportunity of social organizations to participate in rural poverty governance has increased,but it is still seriously lacking;second,the ability of social organizations to participate in rural poverty governance has improved,but still seriously inadequate;third,the "institutional block" is the fundamental reason affecting the opportunity of social organizations to participate in poverty alleviation.These conclusions also indicate that the institutional environment is an important factor that affects the opportunity and ability of social organizations to participate in the governance of rural poverty,and the "institutional block" is the fundamental reason for the lack of opportunities and ability of social organizations to participate in the governance of rural poverty,therefore,in order to give full play to the role of social organizations in the governance of rural poverty,we must strive to create a good institutional environment and focus on solving the "institutional block" problem that restricts the opportunities and ability of social organizations to participate in the governance of rural poverty.
