A Study On The Participation Of Residents In Community Governance After The "Conversion Of Villages Into Dwellings"

In the context of the Party and state’s proposal to strengthen the modernization of the system and capacity for community-level governance,the report further pointed out that we should actively develop community-level democracy,improve the community-level self-governance mechanism under the leadership of community-level Party organizations,strengthen the construction of community-level organizations,enhance the effectiveness of self-management,self-service,self-education and self-supervision of urban and rural communities,and improve the system of openness in handling affairs.We will expand the channels for all types of community groups to participate in community-level governance in an orderly manner.This puts forward higher requirements for grassroots governance and points out a new direction for urban and rural community governance.As an important part of the grass-roots community,the village-to-residence community has a large population and covers a large area.The governance level of the community will affect the level of grass-roots governance and the modernization level of grass-roots governance.At the same time,"village-to-residence" community is also an important place for interpersonal and social relations.It is located at the edge of the city.The stability of "village-to-residence" community directly affects the security and development of the city.Therefore,it has become an important research direction of current grassroots governance to strengthen community governance of "village-change to residence".In order to further enhance the sense of happiness and gain of community residents in "village-change to residence",residents’ participation in community governance in "village-change to residence" is worth studying.Therefore,how to improve the level of community governance of "village to residence",how to mobilize the enthusiasm of community residents to participate in "village to residence",improve the level of grass-roots governance,and promote the pace of grass-roots governance modernization is an important research direction at present.In view of this,this paper takes the "village to residence"community in Chengdu City as the research object,and studies the current situation of the residents’ participation in community governance in the "village to residence" community by means of research and interviews."We analyze the causes of the dilemma of community governance and propose ways to optimize it.According to the research,the current dilemma of residents’ participation in community governance in "village-to-village" communities is reflected in the weak awareness of residents,inadequate participation system,insufficient motivation,lack of effective response,low sense of effectiveness and limited scope of participation.This paper analyzes the causes of the dilemma in the context of social capital theory,which are divided into three main points:the lag in the establishment of reciprocal norms in "village-to-residence"communities,the loss of trust in residents’ participation in community governance,and the long-term low gradient of residents’ participation due to the discrete relationship network within the community.To address the above situation,this paper proposes to improve the construction of reciprocal norms in "village-to-village" communities to awaken residents’ awareness of community governance,enhance the normative nature of residents’ participation,and realize the sustainability of residents’ participation.Secondly,the paper proposes to regain community trust,optimize the community environment and improve the efficiency of organizations to regain the trust of residents,cultivate the civic spirit of residents,and realize the self-trust of residents.Finally,the community relationship network is repaired to realize the collaboration of governance bodies and tighten the relationship network of residents’ participation;the community self-organization is developed to build a firm relationship network of residents;and social organizations are introduced to expand the relationship network of residents’ participation.Through the improvement of reciprocal norms,the restoration of trust elements and the repair of relationship networks,we can inject continuous momentum for residents’ participation in community governance,realize effective participation of residents in community governance,achieve high gradient participation of residents in "village to residence" communities,and promote the pace of modernization of grassroots governance.
