With the in-depth practice of Grassroots governance in community,"the Refined Service" which concentrates on subtle needs and encourages residents to participate in is increasingly emerging.At the same time,community volunteers and social charity resources,as two independent subjects,have been included in the exploration mode of "linkage of the five social organizations" for the first time.During this context,as one of the third batch of "Urban and Rural Community Governance Pilot Demonstration Communities" in Sichuan Province in 2022,in order to successfully complete the pilot task and create a "convenient and serviceoriented" urban community,the M community in Bazhong takes the "the Refined Service" of volunteer as the breakthrough of pilot reform.As a result,"Ten Mutual Gang" model in volunteering has been creatively explored.In this model,the existing households will be reorganized into a voluntary unit of ten households,from which resident will be selected to serve as the volunteer leader of each unit and be fully responsible of the group.What is more,the " Ten Mutual Gang " is under the supervision of the community Party committee and the residents committee,specifically is under the unified management of the designated members.Since its implementation,the voluntary "Ten Mutual Gang" has orderly carried out a number of voluntary services such as one-to-one services,mutual assistance,community construction,etc.,with the precise focus required by residents and the precision of service delivery,it has effectively promoted the quality and efficiency of community voluntary services.In order to further explore whether residents’ participation is facing an unsustainable dilemma when it comes to the voluntary Refined Service in community,this study,based on the Citizen Governance Theory,takes residents’ service participation as the Starting point and builds an analytical framework of "Micro-Needs--Micro-Resource--Micro-Motivations".Through the perception survey of residents’ participation and the in-depth interview of key figures,it is found that the voluntary "Ten Mutual Gang" keeps clarifying and building the overlapping interval between the benefit and the interests and concerns of residents in the "Micro-Needs".In terms of "Micro-Resource",the development of various resources and the linkage of multiple subjects will strengthen the support.On the basis of "MicroMotivations",residents are continuously guided to transition from relying on others to adapting to self-service.Due to the lack of attention to participation needs,the lack of resources for participation support and the lack of motivation for participation,there are difficulties in the "MicroNeeds",such as imperfect expectation management and unstable volunteer team.As for "Micro-Resource",they are faced with problems such as lack of material foundation,inefficient service cooperation and weak volunteer force.About the "Micro-Motivations",there are difficulties such as excessive reliance on material incentives and difficulties in the implementation of service training.Accordingly,in the part of path optimization,specific improvement measures are proposed respectively from the three aspects of dynamic attention of "Micro-Needs",collective construction of "Micro-Resource" and internal force activation of "MicroMotivations",providing certain inspiration and reference for M community to promote the participation of residents in the voluntary Refined Service and advance the high-quality development of voluntary services.
