Research On The Improvement Of The Governance System Of "Three Governance Integration" In Villages In China At The New Development Stage

The report of the 19 th Party Congress proposes to implement the rural revitalization strategy and improve the rural governance system combining autonomy,rule of law and moral rule.After that,a series of relevant documents were issued to promote the modernization of rural governance system from various levels.The perfection of rural governance system is directly related to the effectiveness of rural revitalization.Self-governance,rule of law and moral governance are intrinsically linked organisms,and the "three governance integration" is the direction of rural grassroots social governance and an important part of the modernization of rural governance system and governance capacity.Improving the rural governance system of "three governance integration" is not only an inherent requirement of national governance modernization,but also the way to realize effective rural governance and promote rural revitalization.This study is based on the Marxist theory of grassroots governance,the theory of rural governance of the Communist Party of China since the founding of New China,and the idea of rural governance embedded in traditional Chinese culture.This paper uses literature,case studies and interviews to clarify the relationship between self-governance,rule of law and moral governance,analyze the necessity of promoting the "integration of the three governance" in villages in China,and clarify the basic requirements of self-governance as the foundation,rule of law as the basis,and moral governance as the first.This study takes Shuanggui Village in Chengdu as the object of governance research.Through interviews and research,we elaborate on the specific practices of Shuanggui Village in practicing the "three governance integration".From the effectiveness of rural governance in Shuanggui village and the dilemma it faces,we summarize the achievements,point out the dilemmas and analyze the causes of the " three governance integration" in villages in China,and finally propose further solutions.The current practice of " three governance integration" in villages in China has achieved remarkable results.Rural grass-roots party organizations give full play to the role of a fighting base,the operation of villagers’ self-governance presents vitality,the rule of the village according to law takes key steps,the civilization of the countryside continues to improve,and the initial formation of a multi-governance pattern.However,in the concrete practice of "three governance integration",there are still some problems.For example,the leading role of grass-roots party organizations is not strong,the institutional mechanism of rural self-government is not sound,the construction of the rule of law in the countryside is sluggish,the local culture is declining,and the concept of "three governance integration" is not yet formed,and the practice is not mature enough.The reason for this is the weak construction of grassroots party organizations,the absence of the main body of rural governance,the urgent need to improve the construction of the rule of law environment,the lagging construction of spiritual civilization and the weak education and guidance of the " three governance integration ".Therefore,to realize the modernization of rural governance,we must promote the further development of "three governance integration".First of all,we should strengthen the political and organizational construction of rural grass-roots party organizations,and promote the construction of "three governance integration" mechanism with the leadership of the Party.Secondly,we should improve the institutional mechanism of villagers’ self-governance led by the Party organization and stimulate the power of rural governance subjects.Once again,the need to strengthen the role of the rule of law to promote the construction of the rule of law villages.Next,we should strengthen the construction of rural moral governance and promote the construction of rural spiritual civilization.Finally,to cultivate the concept of "three governance integration",guide the implementation of "three governance integration" of governance behavior,the construction of "three governance integration" of institutional mechanisms to ensure.
