Study On The Follow Up Employment Of Relocated Migrants In S County,Hebei Province

Relocation for poverty alleviation is a project benefiting the people of the Party and the government in China based on the principles of government planning,organization,arrangement,guidance and voluntary masses,in order to solve the poverty problem of deep rural poor people living in areas with poor natural living environment,frequent natural disasters and insufficient basic production development conditions.Since the implementation of the ex situ poverty alleviation and relocation project in China,the problem of deep absolute poverty in China has been completely solved,and it plays an important role in the whole process of poverty alleviation in China,which is the key measure for China to obtain the strategic achievements of poverty alleviation.Although China has achieved the goal of the first century,Completely get rid of the absolute poverty problem in the whole country and build a well-off society in an all-round way,the risk of returning to poverty and causing poverty still exists.Whether the relocated immigrants can achieve stable employment,obtain income sources and develop rapidly in the new resettlement areas has always been a social issue that the Party and the government focus on.Therefore,it is of great significance for the relocated immigrants to get rid of poverty steadily and solve the social problems that the state focuses on.S County of Hebei Province is one of the typical cases of ex situ poverty alleviation and relocation in China during the 13 th Five-Year Plan period,which plays an exemplary and representative role in the process of ex situ poverty alleviation and relocation in Hebei Province.This paper takes S County of Hebei Province as the main case study,Focus on the shortcomings of the relocated immigrants in S County in the follow-up employment,This paper analyzes the reasons and puts forward specific countermeasures and suggestions,hoping to improve the follow-up employment assistance measures for the relocated immigrants in S County,promote the long-term poverty alleviation of the relocated immigrants in S County,and provide a certain theoretical and practical basis for promoting the follow-up employment of immigrants in other ex situ poverty alleviation and relocation areas in Hebei Province.Firstly,this paper defines the employment concepts of ex situ poverty alleviation and relocation,ex situ poverty alleviation and relocation immigrants and ex situ poverty alleviation and relocation immigrants based on the research theme.Guided by the theory of human capital,full employment theory and spatial mismatch theory,this paper conducts a field investigation on the follow-up employment situation of relocated immigrants in S County,understands the follow-up employment situation of relocated immigrants in S County,and collects survey data by means of interviews and questionnaires.Secondly,through the rooting analysis method,the interview data are coded openly,axially and selectively,the core concepts are refined,and the relevant indicators of the follow-up employment situation of the relocated immigrants in S County are summarized and constructed from three aspects: individuals,governments and enterprises,so as to analyze the problems existing in the follow-up employment of the relocated immigrants in S County.Finally,according to the analysis results,There are three major problems in the follow-up employment of relocated immigrants in S County: weak endogenous motivation of immigrants,insufficient support for employment assistance policies and unfriendly external employment environment.And put forward specific countermeasures and suggestions to solve the employment problem from three aspects: improving the comprehensive employment quality of relocated immigrants,innovating and implementing the employment assistance policy for relocated immigrants,and giving full play to enterprises to help relocated immigrants stabilize employment in function.
