Research On Residents’ Participation In Community Governance From The Perspective Of Social Capital Theory

Resident participation is the foundation of community governance.How to promote residents to participate in community governance and get rid of the predicament of collective action has always been a key issue in the academic circle.Social capital theory has a powerful explanatory power for residents’ participation in community governance,and has attracted more and more attention from scholars in recent years.This article takes residents’ participation as the research theme,and discusses how to realize residents’ participation in community governance.In order to unify theory and practice,the author conducts investigations in the Y community in Wuhan City,Hubei Province,and separately conducts investigations on community work such as the community secretary and the director of the residents committee.Personnel,corridor self-management team leader,corridor self-management team members,community residents and other relevant personnel conducted in-depth interviews,and checked the practical process data of community residents committee and corridor self-management team to solve corridor problems.On the basis of mastering a large amount of first-hand information,the author has an overall grasp of the corridor governance process of Y community.This article first describes in detail the whole process of Y community using professional social work techniques and methods,activating community trust,guiding residents to participate,reaching community norms,ensuring residents’participation,building community networks,organizing residents’ participation,and solving corridor governance problems.In corridor governance,residents’ participation has been transformed from passive participation to active participation,from "weak participation"to "strong participation",and from individual rationality to collective rationality,which solved the corridor problem that has plagued the community for a long time.Then,based on the theory of social capital,this article analyzes the case in depth and explains the impact of community social capital on community residents’participation from the three dimensions of community trust,community norms,and community network.Finally,from the perspective of community social capital,a possible way to promote residents’participation is proposed.This article draws three conclusions:First,community trust in community social capital is the basis for residents’ participation,community norms are the guarantee for residents’ participation,and community networks are a form of residents’ participation;second,communities must be activated to promote residents’ participation in the governance of public issues in the community.Social capital must start from the three dimensions of community trust,community norms,and community networks;the third is that advanced work concepts and professional technology are the key to activating community social capital.
