Abstract/Summary:
Residents’ participation in community governance is an important part of modern democracy.Residents are the main participants in community activities and have an important influence on the construction and development of the community.Active participation in community affairs is an important way for community residents to express their own interests and protect their rights and interests.Ensuring community residents fully participate in community affairs is also an important way to promote community development and better realize community selfmanagement,self-education,self-service,and self-supervision.As a frontier ethnic region in China,Tibet has long been affected by factors such as geographical location and economy,leading to the relatively slow development of community governance,Residents also have many difficulties in participating in community governance.Lhasa is the capital of Tibet,and is also the political,economic and cultural center of Tibet.In recent years,with the continuous acceleration of the community construction process,Lhasa has issued corresponding policies and adopted corresponding measures in community construction.At present,although residents of Lhasa have made some achievements in participating in community governance,But still have some problems.How to take measures to promote and expand the participation of residents in community governance is a topic that needs to be discussed in depth.This study conducted a case study of the Tama community in Lhasa and found that the residents of the Tama community in Lhasa have problems in participating in the process of community governance.Based on the existing problems,analyze the factors that affect residents’ participation in community governance,and make suggestions for improving residents’ participation in community governance.This research is divided into five parts:Chapter 1 is Introduction,It mainly introduces the research background,purpose,research significance,domestic and foreign research review,research methods,innovation points and deficiencies of this research.Chapter 2 is a basic overview of the theory of community governance and resident participation.First,define the core concepts of this study: community governance and resident participation.Second,introduce the three theoretical foundations of this research.At the same time,analyze the relationship between these three theories and residents’ participation in community governance.The third chapter is the status quo and problems of residents’ participation in community governance in the Tama community in Lhasa.First,introduced the basic situation of the Tama community and the achievements of the residents of the Tama community in community governance.Secondly,the data was collected through interviews and questionnaires,and then the data was sorted and analyzed to find the problem of residents of the Tama community participating in community governance.The issues of Tama community residents’ participation in community governance include: the singularity of participants,low participation initiative,uneven participation content,narrow participation channels,and incomplete participation system.Chapter 4 is the influencing factors that cause residents to participate in community governance.Based on field surveys and the distribution of questionnaires,use SPSS to analyze the questionnaire data.Throughanalysis,it is concluded that the main influencing factors of Tama community residents’ participation in community governance are: age,length of residence,trust among community residents,sense of community responsibility,sense of community belonging,and insufficient autonomy of community residents committees.Chapter 5 is the countermeasures to improve residents’ participation in community governance.According to the problems and influencing factors in the third and fourth parts,put forward countermeasures to improve residents’ participation in community governance.Including:Enhancing the motivation for residents to participate in community governance;Broadening the channels for residents to participate,and establishing a supporting mechanism for residents to participate in community governance;Improve laws and regulations,Provide institutional support for residents’ participation in community governance;Reasonably position the role of the government,and let the community truly return to autonomy;Cultivate the community trust of residents and enhance the sense of belonging of residents.
