Research On Inter-government Relationship Of Regional Integration Policy Of Chengdu-Chongqing Economic Circle

Regional integration represented by urban agglomerations is the main form of high-quality urbanization in China in the future,and the formation of inter-governmental networks is an important condition for promoting the development of regional integration.Good inter-governmental relations can improve the efficiency of trans-regional governments,break down administrative barriers and improve the business environment.The Chengdu-Chongqing Economic Circle,as the strategic urban agglomerations in our country,is still inadequate and unbalanced development.As policy is an important tool of government governance,exploring the inter-governmental network of regional integration policies can clarify the current regional integration development situation of Chengdu-Chongqing Economic Circle,and clarify the enthusiasm and practical driving force of local governments at all levels for the regional integration development of Chengdu-Chongqing Economic Circle.This paper collects policy documents through two major channels: Peking University Fa Bao(https://home.pkulaw.com)and the official website of government.At the same time,according to the policy guidance of The State Council,dividing the development of Chengdu-Chongqing Economic Circle into three stages: 2011-2015,2016-2020 and 2021 till now.On this basis,three conditions were further added as screening conditions: "There is a joint document","it is clear that other policies are the basis for the document" and "it is clear that the main sending agency".A total of 167 policy documents were selected as samples.With the help of Ucinet tool and based on social network analysis method,this paper analyzes the whole network and individual central network of regional integration policy inter-governmental network of Chengdu-Chongqing Economic Circle,and further uses tools to visualize the inter-governmental network of regional integration policy of Chengdu-Chongqing Economic Circle.The research findings are as follows:(1)The inter-governmental network of regional integration policy in Chengdu-Chongqing Economic Circle is gradually forming a complex network structure crisscrossing.The number of nodes in the inter-governmental network of regional integration policy of Chengdu-Chongqing Economic Circle is increasing,the number of publications is increasing,and more complex network relationships are formed between nodes.(2)The establishment of regional integration policy network of Chengdu-Chongqing Economic Circle currently takes top-level design as the main driving force.People’s Government of Sichuan Province has been in a relatively core position in the network for a long time,but The State Council and the National Development and Reform Commission are now in a more core position in the inter-governmental network of regional integration policies of Chengdu-Chongqing Economic Circle.At the same time,The State Council also shoulders an important intermediary role,becoming a bridge for policy exchanges among local governments.(3)The inter-government network of regional integration policies in Chengdu-Chongqing Economic Circle has obvious centrality effect,and there is a lack of effective interaction and communication among local governments.The number of nodes in the inter-government network of regional integration policy of Chengdu-Chongqing Economic Circle has increased,the scope has expanded,and the network structure has become more complex,but the characteristic path has increased,that is to say,the average distance between nodes has increased,and more connections between nodes are generated through intermediary nodes,and there is a lack of policy exchange between local governments.Based on the above findings,this paper proposes that we should proceed from the following points to promote the integration of government affairs in Chengdu-Chongqing Economic Circle.First,we should strengthen the role of top-level design and increase the enthusiasm of local governments in promoting regional integration.Second,we should strengthen exchanges and interactions between Sichuan and Chongqing to form multi-level driving forces and lay the foundation for regional integration.Third,we need to strengthen multi-centralization of inter-governmental relations and form multi-centralization policy integration.Promote the further development of inter-government network of regional integration policy of Chengdu-Chongqing Twin City Economic Circle from multiple perspectives,give full play to the role of top-level design,and promote the regional integration development of Chengdu-Chongqing Twin City economic circle with high quality.
