At the Political Bureau meeting of the CPC Central Committee held on October 16,2020,it was required to fully implement the decision and deployment of the CPC Central Committee,promote the coordinated development of Chengdu and Chongqing,coordinate the regional characteristics and advantages,make the Chengdu-Chongqing region a major economic center,a new highland for reform and opening up,and an important scientific and technological innovation center,create new growth levels and power sources,and promote the high-quality development of economy and society.In order to promote the development direction of "two centers and two places" between Chengdu and Chongqing,Sichuan Provincial Department of Transportation and Chengdu Municipal Bureau of Transportation have launched a series of policies and guidelines related to the optimization of transportation infrastructure,such as the special action plan for Chengdu to promote the construction of transportation infrastructure in the Chengdu-Chongqing double-city economic circle,and fully draw on the development experience of urban agglomeration at home and abroad,Put forward the main ideas and key tasks for optimizing the development of transportation infrastructure in Chengdu-Chongqing region.At present,the transportation infrastructure of Chengdu-Chongqing double-city economic circle has a prominent position in the national comprehensive three-dimensional transportation backbone network.The comprehensive transportation hub has formed a considerable scale and advantages,and the foundation of Sichuan-Chongqing transportation cooperation is good.However,at present,the development of transportation infrastructure in Chengdu-Chongqing double-city economic circle has encountered some bottlenecks that still need to be solved.For example,the opening channel is still not smooth,the international influence is low,and the quality of transportation services is still not high.It is difficult to promote the development and construction of the new period with the traditional development concept.In this context,this paper takes the optimization and development of transportation infrastructure as the starting point,applies responsible government theory,sustainable development theory,modern transportation theory,combines the planning concept of Chengdu-Chongqing double-city economic circle,and comprehensively uses literature research,comparative analysis,interview and other methods to comprehensively analyze the development status of transportation infrastructure in Chengdu-Chongqing double-city economic circle,The study found that the open channel for the development of transportation in the Chengdu-Chongqing double-city economic circle is still not smooth,the level of integrated connectivity is still to be improved,the coordination and linkage mechanism is still not perfect,and the quality of integrated transportation services is still not high.The main ideas,spatial layout,and development path for strengthening the construction of transportation infrastructure are proposed by fully drawing on the development experience of domestic and foreign urban agglomeration,and the following countermeasures are proposed: first,the smooth and multi-directional access to Sichuan;Second,build transportation hub clusters;Third,build an integrated travel service system;Fourth,build an efficient freight logistics system;Fifth,create a model of collaborative governance and put forward a series of security suggestions.This paper studies the optimal development of transportation infrastructure in Chengdu-Chongqing double-city economic circle under the theoretical framework of public management,which is innovative in the research perspective.The research conclusion can provide reference value for the development of transportation infrastructure in other similar urban agglomerations in China. |
