Research On Cross Regional Emergency Management Cooperation And Governance Of Chengdu-chongqing Economic Circle

In recent years,Chengdu Chongqing region has continued to deepen cooperation,and the central government has put forward the requirement that Chengdu Chongqing region firmly establish the idea of a chess game and the concept of integrated development,and create a high-level model of regional cooperation.Under this condition,the economic and social development of the two regions has been accelerating,and urbanization,industrialization and informatization are actively cooperating to further promote integration.At the same time of the integration of economic and social development of the two cities,various risk events have also emerged.In the future,traditional risks and non-traditional risks will be further intertwined and overlapped with the integration of Chengdu and Chongqing.The emergencies in any region may turn into regional crisis events with the circulation of regional resource elements,bringing huge challenges to the economic and social development of Chengdu and Chongqing.Therefore,In order to realize the smooth operation of economic and social development in Chengdu Chongqing region,we must further improve the level of cross regional emergency management cooperation and governance in Chengdu Chongqing region.This thesis takes the emergency management cooperation of Chengdu Chongqing economic circle as the research object,and explores the logic and development mechanism of the emergency management cooperation governance behavior between local governments in Chengdu Chongqing region.First,it introduces the research background and significance,literature review at home and abroad,research methods,technical routes and research innovations.Secondly,it explains the relevant core concepts appearing in this paper,constructs the theoretical interpretation framework for the study of cooperative governance by using the institutional collective action theory and network governance theory,combs the basic situation and practical characteristics of the cooperative governance of emergency management in Chengdu Chongqing region,and finds that after the development of Chengdu Chongqing Economic Zone and Chengdu Chongqing Urban Agglomeration,The level of regional emergency management cooperation governance has been further improved,the scale of the main body of cooperation governance has been expanding,the form of cooperation governance is mainly informal agreements,the way is more flexible,and the number of cooperation in different types of events is more balanced.Based on the above results,this paper uses the institutional collective action theory to analyze the influencing factors of cross regional emergency management cooperation governance in Chengdu Chongqing region,This paper sums up the possible driving factors and hindering factors behind the cooperative governance characteristics of Chengdu Chongqing region,and logically explains how these factors shape the cooperative governance behavior of emergency management in Chengdu Chongqing region.Then,from the perspective of network governance theory,the social network analysis method is used to analyze the network structure and formation logic of the cooperative governance of emergency management in Chengdu Chongqing region.It is found that although the network connection of the cooperative governance in Chengdu Chongqing region has improved,the degree of connection among regional members is quite different,the leadership of the "dual core" cities has not yet been highlighted,and the groups within the network show obvious administrative regional isolation,In most cases,regional members will choose "geography","holding a group" and "taking advantage of opportunities" to integrate into the overall network relationship,forming the network governance model of Chengdu Chongqing emergency management.Finally,based on the three dimensions of "characteristics","influencing factors" and "network structure" of Chengdu Chongqing cooperative governance,this paper proposes policy recommendations for the development of cross regional emergency management cooperative governance in Chengdu Chongqing region from three aspects: deepening the content of emergency management cooperative governance,stimulating the vitality of emergency management cooperative governance,and optimizing the emergency management cooperative governance network.
