| On October 27,2017,the report to the 19 th CPC National Congress put forward the rural revitalization strategy,which sets "thriving industries,livable ecology,civilized village style,effective governance,and prosperous life" as the general requirements for the implementation of the strategy.In order to build a livable countryside with civilized village style and effective governance,we should attach importance to the construction of rural order and innovative social governance.Nowadays,in the new development stage,our country has made remarkable progress in promoting the modernization of the rural governance system and governance capacity.However,the modernization level of the rural governance system and governance capacity is still improving,and there are still many problems to be solved in rural governance.Especially in rural disputes,after the baptism of modernization,the relationship between people gradually develops from the moral and ethical bond in the acquaintance society to the interest and economic exchanges in the semi-acquaintance society.Besides,with the gradual awakening of the villagers’ consciousness of rights and the concept of rule of law,rural disputes also show the characteristics of complexity,intensity and difficulty in mediation.The existing rural disputes are difficult to rely on the traditional village rules and regulations of rural endogenous governance,and there is a certain gap between the people’s increasing need for high quality and high standard social governance and the current capacity of social dispute governance.The forms of rural dispute governance will also affect the process of rural governance modernization.To achieve all-round rural revitalization and meet the needs of the people for a better life,we must focus on solving the prominent problem of rural disputes in rural governance,and the corresponding dispute settlement mechanism should also keep pace with The Times.Proper settlement of rural disputes plays an important role in strengthening and improving the rural governance system and is also an important step to promote the modernization of rural governance capacity.Based on this,this paper selects the rural dispute resolution mechanism as the research object,sticks to the basic logical thinking of problem raising--basic theoretical research--historical experience tracing--main problems and causes analysis--feasibility countermeasures thinking,and uses the research methods of literature research,investigation and interview,case analysis,etc.This paper analyzes the historical changes and experience summary of China’s rural dispute resolution mechanism since the establishment of New China,studies the current situation of China’s rural dispute resolution mechanism in the new development stage,and seeks effective ways to solve disputes,so as to offer suggestions for the construction of China’s rural dispute resolution mechanism.The context of the full changes of the whole social environment in rural China in the new development stage.Secondly,with the case of dispute settlement in two villages in China,the paper expounds the new characteristics of rural disputes in China in the new development stage.Finally,according to the new characteristics,the main problems and causes of the current rural dispute settlement mechanism in China are expounded.The last chapter is a multifaceted exploration of the path of rural dispute resolution mechanism,which is also the most core part of this paper.Referring to the governance model of "Fengqiao
