Research On Community Resilience Building From The Perspective Of Collaborative Governance

As the basic unit of urban life,the community is an important part of urban governance.Practice since the outbreak of the new crown pneumonia has fully proved that community risk management has become an important part of the modernization of community governance capabilities.During the epidemic,the prevention and control work carried out by various communities fully demonstrated the leadership of the two committees of the community,the participation of both inside and outside the community,and highlighted the advantages of the overall community governance network.But at the same time,we see that there is a lot of room for improvement in the ability of communities under bureaucratic governance to quickly adapt to environmental changes between normal and abnormal conditions.Based on this,the concept of community resilience,which focuses on tapping the endogenous advantages of the community and highlighting the level of learning adaptation,has been strengthened.In particular,the academic and practical circles have paid more attention to the construction of resilient communities.Resilient communities can effectively resist external risks and disasters,efficiently link internal and external resources,quickly recover from adverse effects and maintain sustainable development.The realization of this goal depends on the common actions of community governance entities.In order to better cope with the complexity of risks in modern society,it is necessary to give full play to the synergy of multiple subjects,comprehensively promote the construction of community resilience,and thus promote the modernization of community governance.This paper takes the P community in X city as a case,and investigates the resilience building status of the P community in the four aspects of structure,process,capacity,and culture during the epidemic.Generally speaking,the community has insufficient resilience,and there is more room for community resilience building.The study found that based on the theory of collaborative governance based on orderly cooperation,the reason for the lack of community resilience is that there is a state of overall dispersion and partial collaboration between community governance entities.The specific manifestation is: in the governance process,the coordination of the entities' powers is unbalanced and the coordination process lacks guarantee,Cooperative behavior conditions are limited,and the synergy power persistence is not significant.From the perspective of collaborative governance,this article proposes that communities should shape community structural resilience from the main body level,guarantee the resilience of community processes at the institutional level,strengthen the resilience of community capabilities at the organizational level,and enhance the cultural resilience of communities at the cultural level?It is necessary to promote the modernization of the grassroots governance system and capabilities.Fully recognize the importance of community resilience building,which is the basic work of urban public safety and sustainable development.Only by clarifying the power and responsibility boundaries of community governance entities and improving coordination can help communities increase resilience.Build co-governance and share".
