“Smart Security Community” is a kind of “smart community”.It started to be piloted and started in 2017 under the background of “smart public security” in Shanghai.After nearly two years of piloting,Shanghai’s smart security community has a nationwide In the leading position,the Ministry of Public Security has issued several articles asking the country to learn the Shanghai model.However,in the process of actual promotion,there has been a situation of insufficient cooperation.Basically,the government dominates everything and other subjects are less involved.In this context,Shanghai is studied.The obstacles and reasons for the lack of cooperation in smart security communities,and suggestions for countermeasures are conducive to promoting a more scientific Shanghai smart security community model.This paper uses case analysis method and in-depth interview method to analyze the case of Y district in H district of Shanghai pilot community,and combines the comprehensive model of collaborative management to Y community street staff,participate in the construction of the company and the S community,T community The committee,the property,the residents and other objects conducted in-depth interviews to understand the real ideas of each subject,and to gain a deeper understanding of the conflicts and obstacles of the existing smart security community in the coordinated advancement.After analysis,it is found that the whole collaborative process is divided into three stages: planning,construction and operation.At present,there are four main reasons for the lack of coordination among various entities.First,the top-level design is to be optimized,and data system incompatibility and repeated data collection appear.And the lack of supervision and untimely;the second is the fragmentation of governance structure,which mainly includes the overlapping of internal functions of the government and the fragmentation of government-enterprise cooperation;the third is the fragmentation of community resources,in which the main sources of funds and talents are in dire straits;Fourth,the governance process is closed.With the comprehensive model of collaborative governance based on SFIC model,the reasons for the synergistic obstacles are analyzed from the five dimensions of external environment,synergy motivation,collaborative engine,collaborative behavior and synergistic consequences,including the unclear policies of the upper level,the lack of sources of funds,and the internal functions of the government.Overlap,different interests of the participating entities,lack of trust,weak interdependence,insufficient participation of residents and other entities,and insufficient government leadership.On the basis of case analysis and cause analysis,four suggestions have been drawn.The first is to optimize the top-level design,mainly to break the information barrier,strengthen horizontal sharing,share information,achieve interactive win-win,timely convergence and rapid integration.Compare and improve the regulatory mechanism to ensure data security,establish an evaluation system,and improve quantitative assessment;Second,adjust internal and external governance structures,mainly to clarify the internal division of responsibilities within the government,strengthen coordination and integration of resources,strengthen cooperation between public and private sectors,and clearly locate and deploy The third is to improve human and financial resources,specifically to fully mobilize all kinds of subjects,expand sources of funds,introduce training professionals,and improve the talent incentive system;Fourth,build an effective participation mechanism,specifically to coordinate the responsibilities of all parties,establish information Open mechanisms and establish mutual trust mechanisms.The research in this paper helps to clarify the current obstacles and causes of the lack of synergy in the smart security community in Shanghai,and draws targeted recommendations to make the Shanghai smart security community more promotional and exemplary.
