| The swift and relentless progression of internet and electronic information technology in recent years has woven the internet into the fabric of daily life and professional activities,marking it as an irreplaceable cornerstone of modern society.This integration has precipitated a substantial volume of online public opinion.As an integral component of the comprehensive apparatus of social governance within government departments,public security agencies stand on the front lines of social management,administrative law enforcement,and the campaign against crime.They are tasked with the direct mitigation of an array of societal conflicts and the ensuing online public opinion.This landscape unequivocally presents heightened challenges to their professional acumen and their capacity to respond effectively to online public opinion.This paper embarks on a meticulous analysis of authentic cases concerning the Ruian Public Security Bureau’s response to online public opinion,considering facets such as patrolling,evaluation,early warnings,strategies for disposal,and measures for recovery.Concurrently,the study takes into account the specific landscape of online public opinion that the Ruian Public Security Bureau grapples with,the conditions and effectiveness of the response teams and individuals,as well as the foundational procedures and strategies for response.Using the 4R crisis management theory as a launching pad,the paper distills the challenges faced by the Ruian Public Security Bureau in addressing online public opinion,including insufficient preventative measures at the source,sub-optimal levels of patrolling,evaluation,early warnings,less than ideal response outcomes,and a scarcity of follow-up activities.The root causes of these problems are further dissected,and are identified as follows:a shortfall in the professional competency of the public security team,a less than perfect operational mechanism,a deficit in the level of professionalism in managing public opinion,and an absence of effective recovery measures.In response to these findings,the paper proffers a compendium of suggestions aimed at bolstering the Ruian Public Security Bureau’s capacity to respond to online public opinion.These recommendations encompass fortifying the development of the public security team,refining the operational mechanism,amplifying the level of professionalism in managing public opinion,and enhancing both the response experience and the cultivation of public trust.Consequently,this study provides a valuable reference point and model for county-level public security agencies to manage online public opinion in a scientifically grounded and appropriately calibrated manner. |
