Research On Grassroots Public Security Organs’ Response To Network Public Opinion Crisis

The rapid development of Internet application technology and We Media has greatly broadened the channels and channels for ordinary netizens to participate in network life and express their opinions on the Internet,the People’s participation in discussing sensitive social topics and their willingness to exercise supervision by public opinion have been greatly enhanced.The Internet society has gradually become the main battleground for public opinion and the new means of media communication,the supervision of public opinion in the new media era is more extensive and strict.At the same time,grassroots public security bureau is in the most extensive contact with the people in their daily work,and they easily become the focus of the media and netizens in the process of handling social sensitive cases.Under the new media environment,how to properly handle the network public opinion hype that involves oneself according to the law and regulations has become the major challenge and practical problems that the grass-roots public security bureau faces.This paper is starting from public management theories such as the theories of crisis life cycle and crisis public relations-3T principle,combining with psychological phenomenon such as "acquaintances effect",and taking the four stages of the crisis outbreak as the starting point.Through the analysis of “Melon-stealing public sentiment” in 2019 in Hebi Qi County,this paper systematically analyzes that the public security bureau of Qi County,a grass-roots public security bureau,has a backward understanding of network public opinion under the new media,insufficient public opinion crisis response strategies and lack of comprehensive ability of professional public opinion work,in this manner,there are some hindsight problems in the emergence stage of network public opinion crisis,such as insufficient public opinion monitoring and poor communication with the media;During the brewing period of network public opinion crisis,there are some problems,such as slow response to public opinion,weak awareness of active voice and improper response,leading to response fault;During the outbreak of the Internet public opinion crisis,there were some problems,such as the lack of public opinion guidance,the failure to take effective measures to curb rumors,and the lack of coordination among different police types.Finally,this paper points out that the public security organs at the grass-roots level should take some relevant measures,such as establishing the correct network public opinion view,establishing and perfecting the public opinion discovery and disposal mechanism,improving the professional public opinion active working ability and so on in the new media environment.We should take the initiative to construct the threedimensional public opinion ecology of “Police,media and people”,so as to seize the leading power of public opinion and properly solve the crisis of Network public opinion.
