| With the rapid development of urbanization and the increasing market and social forces,the traditional social governance methods have been unable to meet the needs of urban economic and social development.As an important carrier of community governance,the grassroots plays a crucial role in urban community.This paper comprehensively and detailedly analyzes the current situation of urban community governance of Chinese grassroots government,and summarizes the main content and practical path of relying on party building to guide and guide multi-party participation and explore the mode of public service supply.On this basis,the governance situation of N Town in Pudong New Area of Shanghai is further taken as a typical case,and the governance practice of the town government is comprehensively and deeply explored and analyzed.It is concluded that the practical achievements of N Town in exploring the multi-channel governance model led by Party construction,building a new platform for community consultation and co-governance,and focusing on intelligent construction to build smart communities are of great innovative significance to the optimization path of current community governance.Through actual research,four problems are found in the community governance process of the town: prominent community administration,poor operation of public services,unbalance of community governance relations,and fragmentation of intelligent construction,which are universal and extensive in today’s community governance.This paper explores the underlying reasons and points out that the basic governments are used to administrative means management,the contradiction of public service supply,the lack of guidance from external forces and the lack of overall planning of intelligent governance.Combining the theory of new public service and the theory of collaborative governance,and drawing on the experience of the third party governance in the United States,the multi-party cooperation in the United Kingdom and the resident autonomy in Japan,this paper puts forward some countermeasures and suggestions for rational allocation of government functions,optimization of public service supply and management,multi-channel support for social organizations and intelligent community governance.This paper tries to find a governance model that meets the current background and satisfies the residents.The grass-roots government,as the guiding role,guides the residents to autonomy and multi-participation,and transforms the community governance from intelligent to intelligent,so that the grass-roots government can get out of the dilemma in urban community governance,promote the establishment of a sound and perfect suburban community governance system,and break through the most terminal nerve of urban community governance.We will achieve more detailed,scientific and comprehensive community-level government governance.This paper hopes to provide reference for the grass-roots government community governance in Shanghai and even the whole country and contribute to the realization of our urban community governance system and ability modernization. |
