The History And Logic Analysis Of The Change Of Urban Management Functions

Cities are developing along with human civilization and progress, which are also an important part of human civilization. In the current era of economic globalization and information network, with the world’s growing number and expanding scale of cities, many new cities have sprung up in the developing countries including China. When promoting the development of national economy, they have also put forward severe challenges for city government and managers. As the acceleration of urbanization process in our country, the urban management is also facing more and more new situations and problems. Therefore, clarify how to fulfill the functions of urban government, and strive to fulfill the functions of urban management comprehensively, pragmatically and innovatively, and then enhance the comprehensive strength of cities, related to the life quality of people, and also related to the competitive power in the future.This paper gives an overview of the related literature, combining with the change and development experience of urban management system at home and abroad, concludes on the basis of analyzing the related studies that socialization of government functions is an innovative way of the urban management system in our country. The paper combs the change of government administration and its theoretical logic, then takes England for example, sums up the change logic of urban management in developed countries. Taking Hangzhou city as a research object, this paper detailedly analyzes the building model, the experience and the problems of the urban management system. Finally, the paper draws some countermeasures for our urban management, including straightening out the functional boundaries and decentralizing administration authority, which are straightening out the urban management functions and city government functions, nurturing the main bodies in the market and strengthening the supervision, nurturing the social organizations and building the civic participation bearing mechanism, empowering communities and promoting community autonomy. In a word, the core of this paper is to clarify the institutional change of urban management mode and its logic through theoretical analysis and case study, and raise relevant policy recommendations for the improvement of our modern urban management system.
