On The Basic Government Function In The Urban Community Governance

With the continuous deepening of reform and the advancement of urbanization, appeared a group of different types of communities in our country such as: "the Village Changed Community", "Business Community" and "Transitional Community" etc. Because different types of urban community will have different requirements for its governance subjects, management content and management ways, they have different governance problems. In the specific conditions and social background, the government’s improper positioning, the behavior of the government "offside", "Absence" and "dislocation", Will lead to "government failure" phenomenon in the community governance. Therefore, to promote the healthy development of urban community governance in our country, we must accurately locate the role of grass-roots government in community governance, and transform government functions effectively. In this paper, on the one hand, I used literature, according to the applicability of governance and good governance theory in the urban community governance in our country, defined the role of government in community governance. Taking the community governance related legal laws and regulations as the basis, in the governing system, the legal system and the construction of community level, to explore the proper function of the government in urban community governance; On the other hand, using the principal-agent theory, researched on the status and problems of government functions of Chengbei Street community governance. Contrasted and analyzed the relation between the government functions in community governance and the community social background, in all kinds of foreign representative community governance mode. And learned from the successful experience of domestic city classic mode of community governance, proposed model of "Government Leading" is the appropriate choice of urban community governance in Chengbei Street on the whole. According to the principle of "separation of government and society, people-oriented", categorize urban communities, different focus of governance for different communities, the final develop the autonomous city community.
