| In recent years,under the background of promoting the modernization and high-quality development of social governance,the Party and government organs have become more and more prominent in their need for high-level talents.Some provinces and urban areas have innovated the way of selecting and recruiting students and started to target the "double first-class" construction and other key universities to select and recruit outstanding college graduates full-time to work in Party and government organs.The selective students recruited in this way are called directional selective students.The purpose of the targeted selection and recruitment of students is to provide the reserve outstanding cadres which are mainly cultivated by the provincial and municipal governments,and also to provide talents for the grass-roots governance.In order to better serve the career development of targeted transfer students,provinces and cities provide relevant measures on life security and career development security according to local policies.County oriented transfer students in Hebei Province are enrolled in county organs in Hebei Province through the selective transfer student examination.As reserve cadres and party and government leaders trained by provincial and municipal governments,targeted transfer students have great strategic significance and far-reaching political influence on the Party and the country.Therefore,it is of great significance to study the career development of county oriented transfer students to strengthen the construction of the team and individual career development of county oriented transfer students,and to realize the training goals of the Party and the country.However,there are still many problems in the development of county-level selective transfer students,so it is of great significance to study this problem.Firstly,this paper summarizes the domestic and foreign research literature on the career development of selective transfer students and the career development of directional transfer students,carefully reads and studies the relevant regulations on the career development of directional transfer students in Hebei Province in recent years,combines theory with reality,and selects the career development of directional transfer students in X County of Hebei Province as the research object based on the author’s actual work experience.Based on competency theory,incentive theory,management by objectives and other theories,questionnaire survey and in-depth research methods are adopted to conduct questionnaire survey on all the targeted placement students in X County since the recruitment in 2014,as well as some of the representatives of targeted placement students,employers and organizational departments involved in the management of targeted placement students.Carry out an in-depth investigation on the career development status of targeted transfer students in X County,Hebei Province,and summarize a large number of collected data and interview materials.This paper summarizes four aspects of problems in the career development of targeted transfer students in X County,such as the disconnection between individual goals and organizational goals,the incomplete implementation of the training work of employers,the unclear role of training on career development,and the lack of incentives affecting the motivation of career development.Through in-depth analysis,it finds out the four aspects of reasons,such as the individual orientation transfer students,universities,employers and management mechanism system.According to the causes of the problems,the author puts forward suggestions and measures for the career development of directional selective transfer students from four aspects: correct ideological attitude,play the functions of colleges and universities,improve training efficiency and optimize system supply,so as to provide theoretical basis for promoting the career development of directional selective transfer students at county level in Hebei Province.It will play a bigger and more far-reaching role in optimizing the construction of the Party’s cadre team,improving the management level of directional selective transfer students,and promoting the development of talents of directional selective transfer students and high-quality development at the grassroots level.It is hoped that the research results can provide reference for personnel departments,employers and universities in the training of oriented selective transfer students,and also provide certain guidance for the career growth of individual oriented selective transfer students. |
