| The results of the 7th population census show that our country has entered the era of “Great floating” of population,the increasing number of separated population means that our traditional dual urban-rural household registration system can no longer meet the needs of current social development,it provides convenient services and equal public basic resources for the separated population and also finds a new way for the social management of household registration.As an all-inclusive policy,the policy of separating people from households is the basis for the masses to enjoy equal public services.However,under the influence of multiple factors,there are some deviations in the process of implementation,which have an impact on the final effect of policy implementation.This study takes Dingxi City’s household separation policy as a starting point,not only deeply analyzes many factors that affect the implementation of the policy,but also objectively understands the impact of the system environment where the policy is located on the implementation of the impact.In order to understand in depth the problems existing in the implementation of the policy of separating people from their families in Dingxi City,and to improve the implementation effect of the policy of separating people from their families,based on the literature on household registration system,household registration system reform,household separation and policy implementation,this study applies Horn Mitter’s theoretical model of policy implementation,through on-the-spot investigation study Dingxi City household separation policy implementation process.The results show that the implementation of the policy of household segregation in Dingxi city mainly shows the conflict between the policy objective and the actual situation,the inconsistency of the policy standard,the incompatibility of the system and complexity of the policy implementation organization and the work itself,the lack of cooperation among the various departments,the simplification and roughness of the means and methods of implementation,the general low level of the ideological and professional sense of achievement of the practitioners,and the inadequacy of the propaganda of the policies,the policy resources allocation is insufficient,in addition the local economy level is low,the populace cognition also relatively lags,and so on,these reasons include the subjective reason and the objective reason,under their common function,it leads to the deviation of the final implementation effect of the policy.Taking into account the systematic and long-term nature of the work,and in the light of Dingxi’s economic and social conditions,it is necessary to formulate scientific policy objectives in order to change the deviation in the implementation of the current policy of separating people from households in Dingxi,we should standardize the formulation of policy standards,increase the supply of policy resources and standardize the way of policy implementation.Therefore,based on the six-factor analysis of the Horn-Mitter policy implementation theory model,this paper argues that the Local functional departments should strengthen the concrete effects of the implementation of the household separation policy,the most important is to make a breakthrough from the following aspects: first,the rational formulation of policy objectives and standards;second,the implementation of follow-up policy resources allocation;third,optimization of policy implementation;fourth,the effective allocation of executive agencies;The fifth is to establish the correct value orientation and the sixth is to improve the system environment. |
