Research On The Optimization Of The Internet Plus Government Services Construction Of Lanzhou Housing Fund Management Center

Since the 18th National Congress of the Communist Party of China,the CPC Central Committee with Comrade Xi Jinping at its core,has attached great importance to the construction of digital China and put forward the general requirement of promoting the modernization of the national governance system and governance capacity with information technology.Since 2016,the State Council and the Ministry of Housing and Construction have issued documents such as "Guidance on Accelerating the Work of "Internet Plus Government Services" and "Notice on Accelerating the Construction of Housing Fund Comprehensive Service Platform",requiring housing fund management centers around the world to continue to deepen the reform of"administration and service" and accelerate the construction of "Internet Plus Government Services".Since 2017,relying on the construction of housing provident fund comprehensive service platform,Lanzhou Housing Fund Management Center has further enhanced its service awareness,improved its service process,actively integrated into the overall reform of "All Access",and comprehensively promoted "Internet Plus Government Services".However,after three years of construction,compared with the target set at the initial stage,Lanzhou Provident Fund Center still has some outstanding problems,such as ineffective online business results,frequent failures of the integrated service platform,slow progress of cross-department data sharing,and poor communication of business information transformation.In order to better promote the development of Lanzhou provident fund and truly realize the solemn promise of "running at most once" and "not running at all",it is imperative to carry out optimization research on the construction of "Internet Plus Government Services" in Lanzhou Provident Fund Center.This paper takes the construction of "Internet Plus Government Services" of Lanzhou Housing Fund Management Center as the research object,from the theoretical perspective of "holistic governance" and "digital governance",uses literature Based on the theoretical perspective of "holistic governance" and "digital governance",the research uses literature analysis,comparative analysis and interview method to examine the problems of Lanzhou Housing Fund Management Center in the construction of Housing Fund Management Center comprehensive service platform,data interconnection and interoperability,legal and regulatory protection,and personnel team provision,and deeply analyze the causes of the problems.Based on the experience of the Singapore,the United States,and Zhejiang and Guangdong in China,the following countermeasures are proposed to optimize the construction of "Internet Plus Government Services" in Lanzhou Housing Fund Management Center:first,improve the design of regulations and systems of "Internet Plus Government Services",second strengthen the construction of the housing fund comprehensive service platform,third,strengthen the development and sharing of government data,and fourth,build a perfect Internet talent system.
