Research On The Construction Of "Internet + Government Services" From The Perspective Of Holistic Governance

The deep integration of the Internet technology and government public service has become a prominent phenomenon in the field of government management.The Fourth Plenary Session of the Nineteenth Central Committee of the Communist Party of China(CPC)pointed out that it was necessary to innovate administrative management and service methods,accelerate the construction of the national integrated government service platform,improve the strong administrative execution system,and promote the government’s execution ability and credibility.In 2018,in order to promote the "Internet + Government Service" and speed up the building of a smart government in a better way,Shanghai Municipality Government proposed to build the service brand of "One Netcom Office"."One Netcom Office" has become an important starting point for Shanghai to improve service efficiency,transform government functions,deepen the policy of "Supervision,Administration and Service" and optimize the business environment.The research of this thesis was carried out under this practical background.According to the research literature,most of the related researches on the "Internet + Government Service" are limited to four aspects: concept connotation,generating logic,case analysis and performance evaluation,and fall short of tracking the latest reform and practice forms such as "One Netcom Office".With the assistance of the theoretical perspective of holistic governance,this thesis tries to take the only national demonstration zone of the "Internet + Government Service"--X District in Shanghai as an example to empirically analyze the effectiveness,problems and improvement direction of its construction.Except the conclusion part,this thesis is mainly composed of the following parts: the Chapter I mainly discusses the research background and significance,domestic and foreign literature review,as well as the research ideas and methods;Chapter II introduces the core concepts and theoretical basis of the thesis;Chapter III summarizes the policy evolution and typical practice of the "Internet + Government Service" of new China;Chapter IV,combined with empirical investigation,reveals the operation status of "One Netcom Office" in X District,Shanghai city,including development stages,overall governance logics,governance effects,etc.;Chapter V analyzes the running difficulties and causes of "One Netcom Office" X District in Shanghai;Chapter VI puts forward the ideas and countermeasures of optimizing the construction of "Internet + Government Service" from the perspective of holistic governance theory.Based on the empirical study of "One Netcom Office" in X District of Shanghai,it is found that X District has achieved obvious governance effects in the integration of institutional functions,business functions,information resources,services and communication channels,and the working public and staff are relatively satisfied with these reform measures.However,further analysis shows that there are still three difficulties in the construction and operation of this national-level demonstration zone.From the "online" point of view,dominated by simple businesses,the overall amount of handling is still relatively small;from the "offline" point of view,the business integration degree is relatively low,and the overall efficiency is difficult to improve;from the "feedback" point of view,the evaluation is not fully used,and the "Good or Bad Evaluation" effect is not so good.These problems and difficulties are mainly caused by the following four reasons: the administrative commitment is difficult to accurately respond to the needs of citizens;the nature of the units makes the authorities of the management departments insufficient;the concept of the department rights hinders the effective coordination and cooperation;the lag of the legal construction restricts the improvement of the integration efficiency.Combined with "government service model based on holistic governance theory",this thesis proposes to solve the above dilemma systematically from nine aspects of three dimensions of "object-means",organizational boundaries and radiation levels.The innovations of this thesis may have three points: firstly,the cases and materials are tracked and studied by the latest practice cases of the current "Internet +Government Service" reform;secondly,innovative research methods are used to comprehensively demonstrate the operation story of “One Netcom Office” in X District by combing methods such as participatory observation and empirical research,particularly the designed relevant questionnaires and interviews for the working people and staff in X District;thirdly,the author puts forward some relatively new viewpoints such as "building feedback platform to enhance the upward influence of the basic on the basis of empirical analysis".However,limited by the ability and energy,this thesis still has the shortages in design and the relatively small sample size,and the thesis focuses on the discussion of applicable countermeasures,so there is still a large room for improvement in the academic refinement of the practice stories of the "Internet + Government Service".
