| In the Internet under the influence of information technology continues to advance,"Internet + government services" is already a common phenomenon in the government administrative internal,"integrated online platform" is an era product of the continuous optimization and upgrading of "Internet + government services" in the process of government affairs practice.It practices the development concept of "people-centered" and integrates the characteristics of holistic governance theory,holistic government and egovernment.The "integrated online platform" service of social insurance adheres to the demand of the masses.Through the deep integration of online and offline,it promotes the integration and sharing of cross-region,crosslevel and cross-department data,and reengineering the social security service process.Online,make full use of the support of big data,artificial intelligence and other cutting-edge technologies,reconfigure the traditional business process,constantly improve and perfect the platform experience,and improve the electronic and intelligent one-stop online service level of social security business process;Strengthen offline physical hall service,management and process reform and reconstruction,reshape window image and norms,improve social security service efficiency.This article takes Hohhot’s social insurance "integrated online platform" as an example,selects the service hall of social insurance units at the same level in Hohhot as the research object,and takes the holistic governance theory as the basis,conducts deep learning and summary of the theory,and analyzes the applicability and compatibility of the theory in this article.Through working practice and the application of literature analysis,questionnaire survey,interview and historical analysis method,the current service mode and usage of "integrated online platform" are studied.From the perspective of holistic governance theory,this article analyzes the current situation of social insurance services,and then finds out the problems and reasons existing in the operation of "integrated online platform" and puts forward optimization suggestions from five aspects: hierarchical integration,operation mechanism,technical means,Personnel management and system construction.In this article,the study found that Hohhot at the corresponding level of social insurance,after the completion of the "integrated online platform" social insurance unit efficiency and the service mode than in the past had the very big promotion and improvement,has obtained certain achievements,however,many problems were also found in the process of reform,from the perspective of holistic governance theory found that "integrated online platform" remain the user experience is bad,Across different regions,hierarchical data each other difficult,low degree of data sharing,small scope of business collaboration between government departments,"integrated online platform" information technology problem such as immature and lack of corresponding network supervision,comprehensive analysis of the problem is due to the limitation of social insurance "territorial management",hierarchical management system under the influence function of coordination and integration,"integrated online platform" intelligent level is not high,The shortage of high-quality professionals,the imperfect performance system,lack of network supervision and related laws and regulations and other factors,combined with the practical experience of domestic and foreign governments’ holistic governance,"Internet + government services" and "One Window acceptance" entity hall for the enlightenment of this study,Finally,from the perspective of holistic governance theory,this article puts forward suggestions on the service optimization of Hohhot’s social insurance "integrated online platform" from six aspects: concept first,pay attention to data integration,optimize operation mechanism,improve technical means,improve personnel management level and perfect system construction. |
