Research On The Problems And Countermeasures Of Town Government Performance In The Development Of Ancient Town Tourism

Resources are the starting point for rural development.In recent years,more and more regions have integrated,transformed,and promoted natural resources and historical and folk resources to develop the tourism industry in ancient towns.Ancient town tourism has also become the primary driving force for driving local economic growth,creating employment opportunities,and improving development structures.J Town relies on resources such as mines and coal mines,and various industrial enterprises are thriving.However,the development of the ancient town’s tourism industry is basically stagnant.In recent years,with the depletion of various resources,industrial enterprises have successively closed down,and the number of laid-off residents has continued to increase.J Town urgently needs to transform and develop.Under the influence of the H Provincial Tourism Development Conference in 2019,J Town Government targeted the ancient town tourism industry as a market.The J town government actively fulfills its duties by planning development prospects,promoting the integration of culture and tourism,promoting industrial development,and providing service guarantees,promoting the vigorous development of J ancient town’s tourism industry,greatly stimulating local employment,optimizing living environment,and assisting in rural revitalization.This article takes J Town in K District as the research object,using literature review,case analysis,and individual interview methods for research.Using literature review,understand the current research achievements on the concepts of government functions,ancient town tourism,stakeholder theory,collaborative governance theory,and government function theory both domestically and internationally.Using case analysis method,extensively collect data to understand the performance of J Town Government in the development of ancient town tourism industry,compare government functions,and deeply analyze the problems and reasons of J Town Government’s performance.Using individual interview methods,understand the current development status of J Ancient Town’s tourism industry and the problems in J Town’s government’s performance.Finally,effectively combine stakeholder theory,collaborative governance theory,and government function theory for analysis.Through analysis,it can be concluded that in the tourism of ancient towns,a complex and diverse network of relationships is formed between different stakeholders,which affects the performance of J town government.To achieve the unity of J town government functions,responsibilities,and performance,it is necessary to construct a model of joint participation and governance among stakeholders.This article selects three stakeholders,namely the town government,operators,and residents,to analyze the problems and reasons for J town government’s performance of duties.The lack of communication between the town government and the higher-level government,the lack of supervision of operators by the town government,the neglect of the importance of residents’ participation by the town government,and the lack of supervision system in the ancient town tourism market are the reasons for the problem of J town government’s performance of duties.Therefore,it is necessary to build a governance model that combines the local actual situation and involves multiple parties such as the town government,operators,and community residents.The J town government should start from four aspects:collaborating with the higher-level government to improve the planning and leading functions,collaborating with operators to optimize the development system of J ancient town,collaborating with local residents to provide talent and technology training,and collaborating with stakeholders to participate in the governance process,in order to strengthen cooperation among various stakeholders and achieve collaborative governance,Promote the sustainable development of J town’s tourism industry..
