A meal of bread,maintain ten thousand;Fuel,rice,oil and salt matter to the overall situation.Food safety is an important part of people’s livelihood.Whether food is safe or not is a major issue concerning people’s health and even life safety.In order to prevent food safety risks,the state issued the Food Safety Law of the People’s Republic of China,which has been constantly revised and adjusted along with social and economic development.Policies and regulations are the solid foundation for ensuring food safety.In order to guarantee "bite safety",the implementation of policies and regulations also deserves attention,especially the motivation and preference of the implementation subject should be included in the important consideration.This paper selected some civil servants engaged in food safety supervision from 31 counties of G Province as research objects,conducted questionnaire survey and semi-structured interview,so as to explore the current situation of civil servants’ preference for policy implementation and its impact on the implementation effect of food safety supervision policy.According to relevant literature,this paper classifies civil servants’ policy implementation preference from five dimensions: policy implementation preference based on individual demand satisfaction,policy implementation preference based on public welfare enhancement,policy implementation preference based on performance evaluation guidance,policy implementation preference based on superior leaders satisfaction and policy implementation preference based on social relationship building.In addition,a mature index system is used to measure the implementation effect of food safety supervision policies.The results of descriptive statistical analysis show that civil servants have different preferences in the process of implementing food safety supervision policies.The results of regression analysis showed that individual demand satisfaction policy implementation preference,public welfare enhancement policy implementation preference,performance appraisal guidance policy implementation preference and social relationship configuration policy implementation preference all positively affected the results of food safety supervision policy implementation effect.The discretionary power and the pressure of food safety supervision effect assessment play a moderating role in the influence of civil servants’ policy implementation preference on the implementation effect of food safety supervision policy.On the basis of the above analysis results,this paper puts forward the correct understanding and management of civil servants’ policy implementation preference;Strengthen the supervision and control of discretionary power;Reasonable control of performance appraisal pressure;The management enlightenment of improving the comprehensive quality of policy implementers and constructing the pattern of social co-governance.
