| With the victory in the final battle of poverty alleviation,it will also go into a new period to undertake new tasks for the poverty alleviation work.The focus of the work will turn to consolidate and improve the achievements of poverty alleviation and prevent the recurrence of poverty.In order to do the the work of consolidating and developing the achievements of poverty alleviation successfully and to make it link to the work of rural revitalization,public servants,the main body of carrying out poverty alleviation policies,shouldn’t be neglected in impacting the effects of implementing poverty alleviation policies.On the basis of sorting out relevant references on public servants’ preference and implementation of poverty alleviation policies,it defines the concepts of public servants’ policy implementation preference and execution effects of the policies in this thesis.Based on typical bureaucracy theory,preference theory,revealed preference theory and public choice theory,and combined with actual investigation and research,it has also sorted out five types of public servants’ policy implementation preference in this thesis: the type of satisfying individual demands,the type of improving public welfare,the type of conducting performance appraisal,the type of satisfying senior leaders and the type of building social relationships.According to the execution effects of the polices,which include accuracy,fairness,adequacy and sustainability,the author put forward research hypotheses,designed a questionnaire to study the impact of public servants’ policy implementation preference on the execution effects of poverty alleviation policies,analyzed and processed relevant data,analyzed the impact of public servants’ policy implementation preference on the execution effects of poverty alleviation policies,and put forward some relevant solutions and suggestions.The results of the survey are in the following.First,the positive indices for the type of satisfying individual demands to the accuracy,fairness,adequacy and sustainability of implementing the policies of poverty alleviation are visible.Second,the positive indices for the type of improving social welfare to the accuracy,fairness,adequacy and sustainability of implementing the policies of poverty alleviation are not distinct.Third,the positive indices for the type of conducting performance appraisal are visible.Forth,the positive indices for the type of satisfying senior leaders are visible.Fifth,the positive indices for the type of building social relationships are visible.Based on the above results,the author puts forward some solutions and suggestions for improving the implementation quality of poverty alleviation policies based on public servants’ policy implementation preference,which are integrating the preference for policies effectively,optimizing and adjusting the structure of public servants,improving the implementing ability of public servants,improving the scientificity of performance appraisal and strengthening the supervision of policy implementation. |
