Policy Preference And Implementation Inclination In Course Of Documents Reproduction ——A Case Study Of Documents On Strategy Of Revitalizing Northeast China

Throughout the whole phase of policy implementation,the phase of implementation has been pursued by scholars in the study of China’s policy implementation.However,as the premise of the policy implementation of governments at all levels,documents are easily ignored by the academic world.At present,researchers tend to choose the central government at the top and the grassroots at the end.Although some scholars began to turn to their researches on the intermediate level of governments,there is still short of researches on municipal government in the academic world.In addition,there is also a lack of in-depth researches on the manifestation of policy flexibility in the process of documents reproduction.This research focused on the differences and similarities of "policy preference-implementation inclination" in the documents delivery chain of local governments at different levels,and a case study is carried out accordingly.To solve this problem,the research uses theory of policy implementation as theory tool and a total of 160 documents on the reproduction of strategy of revitalizing northeast China of the Central Committee of CPC or the State Council in the three provinces and their capitals of Northeast China from 2014 to 2020 has been selected as the research object.First of all,by introducing the research methods and measurement indexes proposed by previous scholars,a series of operations,such as screening and coding,are used as the two standards to study and determine of policy preference and implementation inclination,therefore the quantitative ranking was carried out on this basis.Second,this research uses the sequence ranking as the main research material,and reveals the similarities and differences of the governments’ "policy preference-implementation inclination" in the process of document reproduction of the provincial and municipal governments from three different dimensions through the two dimension,dispersion and difference examination respectively,namely with administrative level descends continuously in the administrative structure,governments at the lower and higher level as to the documents issued by central government hold similar "policy preference-implementation inclination" in general,in order to pursue the "legitimacy",but the lower-level governments have more policy flexibility than their higher level.Finally,this research proposes the possible causes of the research problem based on the research conclusions and academic research progress.The findings of the research not only provide more evidence for the study of policy implementation in China,but also further reveal the differences between local governments at different levels in balancing their own preferences and maintaining the authority of the central government when dealing with central documents.
